BACKGROUND: When the City Council on May 9th, approved the amendment
to the concession agreement to permit sale of beer and wine at Ruby's
Restaurant on the Balboa Pier, it directed staff to prepare a follow-
up report sixty days after the commencement of sales. Sales of beer
and wine began on July 1, 1983•
COMMENTS: During the sixty day period since beer and wine sales began,
no complaints, violations or other evidence of disorderly conduct have
been received by any city department relating to the sale of alcoholic
beverages at Ruby's. Staff has visited and patronized the establish-
ment during this period and found it exceptionally clean, well-managed
and orderly.
