F-11 SUBJECT: APPLICATION OF LAIDLAW GAS RECOVERY SYSTEMS TO CONSTRUCT A PRIVATE 6 INCH SEWER LINE CROSSING BENEATH FORD ROAD 600 FEET WEST OF NEWPORT HILLS DRIVE WEST. RECOMMENDATION: If desired, approve the application subject to: 1. Execution of an agreement for non-standard improvements. 2. An encroachment permit from the Public Works Department. DISCUSSION: Laidlaw Gas Recovery Systems has entered into an agreement with The Irvine Company to construct a gas recovery system at the Coyote Canyon landfill site. The gas will be used to generate electricity for sale. The parent com- pany of Laidlaw Gas Recovery Systems is a conglomerate engaged in rubbish dispo- sal and other activities. One of the by-products of the gas recovery steam electrical generation plant will be waste water which will flow via gravity from the landfill site plant up Ford Road on the City of Irvine side to the crossing under Ford Road. The sewer will then run parallel to MacArthur Boulevard in The Irvine Company property to a sewer manhole owned by the County Sanitation Districts of Orange County located near Port Stirling Place. The agreement for non-standard improvements will protect the City in case the sewer crossing ever has to be relocated in connection with City pro- jects. Laidlaw is the owner and maintainer of the sewer line and is the appli- cant for the encroachment permit. The location of, the sewer crossing is shown on the attached sketch. 1 Benjamin B. This letter is written in support for an application to allow Laidlaw Gas Recovery Systems to install a private sewer line within the City of Newport Beach to connect directly to the Orange County Sanitation District line. - On 9/14/87, I made a presentation before the City Council relative to the gas recovery project which is now currently under construction at Coyote Canyon. The objective of the project is to collect landfill gas currently being emitted into the atmosphere, burn it in a boiler to make steam which in turn drives a steam turbine to produce electricity. The electrical output of the project is over 20 megawatts which will be enough electricity to totally satisfy about 40,000 households. Building permits for the project have been received from Orange County and the City of Irvine. The sewer line which we are asking you to approve will be carrying the steam plant waste water, the composition of which has already been approved by Orange County Sanitation District. Construction is proposed to begin within 30 days. I trust that the above clarifies the details of the project and respectfully request its approval. The Districts Industrial Waste Division has rz/ie�,ved reports, plans and a ~" completed Wastewater Discharge Permit Application which indicate that compliance with Districts ordinance limitations will be met by the effluent discharge from the Gas Recovery Project. It is estimated the wastewater discharge permit will be issued by the Districts approximately 2-4 Weeks prior to actual discharge, however, the discharge permit is contingent on the issuance of a "Server Connection Permit" by the City of Newport Beach. Under the plan presently proposed by the Couniy Sanitation Districts, the effluent discharge line from the Coyote Canyon landfill will be constructed by CALTRANS right -o -way and sewer easements, and will discharge directly into a sanitation district trunk sewer. No sewerage facility of the City of Newport Beach will be involved per the presently proposed plan.
