Pursuant to the authority vested in me by the Improvement Act of 1911,
I did, in the month of November 1970, cause curb, gutter, street pavement and
driveways to be constructed, and the City Council of the City of Newport Be,
did on the 24th day of May 1971, by minute resolution assess the cost of such
construction upon the real property hereinafter described, and the same has not
been paid nor any part, and the City of Newport Beach does hereby claim a lien
on said real property in the sum of one thousand one hundred eight -five
dollars and forty-nine cents ($1,185.49), and the same shall be a lien upon
said real property until the said sum, with interest at the rate of six
percent per annum from June 23, 1971, has been paid in full and discharged of
record.
The real property hereinbefore mentioned and upon which a lien is
claimed, is that certain parcel of land in the City of Newport Beach, County
of Orange, State of California, described as follows:
Beginning at the northeasterly corner of Lot 238,
Newport Heights, in the City of Newport Beach,
County of Orange, State of California, as per map
recorded in Book 4, Page 83 of Miscellaneous Maps,
Records of said Orange County; thence southeasterly
along the northwesterly line of Irvine Avenue (60 feet
wide as shown on said map) a distance of 80 feet to the
TRUE POINT OF BEGINNING; thence continuing southeasterly
along said northwesterly line of Irvine Avenue a
distance OT 00 feet; thence northwesterly in a direct
line to the most southerly corner of Lot 18, Tract 3176
as per map recorded in Book 98, Page 31 of said Miscel-
laneous Maps; thence northeasterly along the southeasterly
line of said Tract 3176 to its intersection with a line
that passes through the TRUE POINT OF BEGINNING and which
is parallel to the northeasterly line of said Lot 238;
thence southeasterly along said last mentioned parallel
line to the TRUE POINT OF BEGINNING.

Pursuant to the authority of the Improvement Act of 1911, the
Public Works Director did, in the month of November 1970, cause

4. Revise, correct, or modify report if desired.
5. Order the notices of liens that are to be collected with other taxes
against the properties turned over to the County Auditor for collection.
6. Order those assessments that are to be collected in annual installments
turned over to the City Finance Department for collection.
RECOMMENDATION:
Order assessments to be collected along with other taxes unless individual
property owners request to be allowed to pay assessments in more than one
installment.
DISCUSSION:
On June 22, 1970, following the procedures of Chapter 27 of the 1911 Act, the
City Council directed the staff to notify property owners to construct curb, gutter,
and pavement on the west side of Irvine Avenue from 21st Street southerly to the city
boundary. After a public hearing held on July 27, 1970,to hear protests, the Council
directed the work be done.
Funds advanced for the property owners' share are recovered by the city either
directly or as assessments added to the tax bills, If payment by annual installments is
authorized by the City Council, it is suggested that 3 annual installments at 6q= interest
on the unpaid balance would be reasonable.

RECOMMENDATIONS:
1. Accept the work.
2. Authorize the City Clerk to file a notice of Completion.
3. Authorize the City Clerk to release the bonds 35 days after
Notice of Completion has been filed.

The contract for the construction of the improvement of the westerly side of
Irvine Avenue from 20th to 21st Streets has been completed to the satisfaction of the
Public Works Department.
The bid price was: $9,279.00
Amount of unit price items constructed: 7,298.34
Amount of change orders: 2,405.28
Total Contract Cost: 9,703.62
Amount budgeted in Account No. 25- 3397 -058: 9,279.OD
The work was performed under the provisions of Chapter 27 of the Improvement
Act of 1911. Upon acceptance of the contract by the Council, the Public Works Department
will spread the assessments, and schedule a public hearing. After hearing any protests
and modifying any assessments, the City Council may confirm the assessments and order
them collected.
It is desirable to use an asbestos - asphalt mixture for the surface course of
the pavement, however it is uneconomical to require this mixture in small quantities,
The same contractor was the low bidder on both this project and the improvement of
Harbor View Drive, Goldenrod and Second Avenues where the asbestos- asphalt was speci-
fied. The two projects were being constructed concurrently. A change order was issued
for the use of the asbestos - asphalt on Irvine Avenue at the same price bid for the
Corona del Mar work. The difference in cost, approximately $400, was paid from the
Annual Street and Alley funds.
The contractor is Sully - Miller Contracting Co., Inc., of Orange, California.
The contract date of completion was November 1, 1970. The contractor was
delayed in starting due to work being done in the area by the Costa Mesa Water Department.
The street improvements were substantially completed by November 24, 1970.

Funds have not previously been appropriated. On June 22, 1970, the City Council
approved in principle the advancement by the city of construction funds and the execution
of reimbursement agreements to allow property owners to pay for the improvements over a
period of three years at an annual interest rate of 6% on the unpaid balance.
The existing improvements are such that a portion of the existing pavement
must be resurfaced in order to make the street drain to the gutter. It is proposed to
use street maintenance funds for the resurfacing.

RECOMMENDATIONS:
1. Approve the plans and specifications.
2. Authorize the City Clerk to advertise for bids to be
opened at 10:30 A.M. on September 3, 1970.
DISCUSSION:
On June 22, 1970, following the procedures of Chapter 27 of the 1911 Act, the
City Council directed the staff to notify property owners to construct curb, gutter, and
pavement on the west side of Irvine Avenue south of 21st Street. After the public hearing
held on July 27, 1970 to consider protests, the Council directed that the curb return at
21st Street be deleted, and that the staff construct the improvements.
The existing improvements are such that a portion of the existing pavement must
be resurfaced in order to make the street drain to the gutters. It is proposed to use
street maintenance funds to pay for resurfacing. On June 22, 1970 the Council approved
in principal the city's advancing funds for the property owners' share of the work. After
bids are received and analyzed, a budget amendment will be presented for Council consid-
eration.
The funds advanced for the property owners' share are repaid to the city either
directly or as assessments added to the property tax bills.
The estimated cost of the project is as .follows:

Father Crump has offered the city several large bushes that must be removed
from the parkway. The P.B. & R. Department has examined the bushes and recommended
that the offer be declined with thanks.

DISCUSSION:
Following the procedures of Chapter 27 of the 1911 Act; on June 22, 1970 the
City Council directed the staff to notify property owners to construct curb, gutter, and
pavement on the west side of Irvine Avenue south of 21st Street. Correspondence indicates
that the project is supported by 100% of the property owners who will be assessed for the
work.
The estimated cost of the project is as follows:

The law provides that construction may not be done by the city until 60 days
after notice is given unless all of the property owners petition the city to waive the
60 day period. It is anticipated that such a petition will be received. If so, plans
and specifications are expected to be presented for Council approval and authorization
to advertise for bids on August 10, 1970.

property owners to pay for the improvements over a period of
three years at an interest rate of 6% on the unpaid balance.
3. Set the matter for public hearing at 7:30 P.M. on July 13, 1970.
DISCUSSION:
Attached is a letter from Mr. Kent A. Berge, 2087 Irvine Avenue, stating that
100% of the owners of Nos. 2053 through 2095 Irvine Avenue request construction of
curbs and gutters at the property owners' expense, provided that the City can advance
the funds and allow up to three years to pay. Chapter 27 of the 1911 Act is suggested
to ensure that no one will later change his mind and delay the project. Chapter 27
provides a procedure by which a city may require property owners to construct improve-
ments in streets. A brief description of the procedure is as follows:
1. The City notifies the property owners to construct the improvements,
and sets a time for a public hearing to hear protests.
2. At the conclusion of the public hearing the City Council may order
the staff to construct the improvement at the expense of the
property owners.
3. The City advances funds and obtains a contractor to do the work.
4. After the work is completed, a second public hearing is held to hear
any protest about the work or the amount of the assessment.
5. The money advanced by the City to construct the improvements is
recovered either by adding the assessment to tax bills or as liens
against the properties.
The estimated cost of the project is as follows:

Dear Joe:
With the Irvine Avenue widening nearing completion, 100% of the
owners of the properties 2053 through 2095 Irvine Avenue, inclusive,
respectfully request that the City consider the improvement of this section
of Irvine Avenue with curbs and gutters. It would be very much appreciated
if the work could be accomplished under Chapter 27 of the 1911 Act
providing for a three year pay back.
This section unimproved is a safety hazard to motorists who are traveling
on the newly improved Newport Avenue into the City of Newport Beach.
It seems that Newport Beach, with its emphasis on safety 9nd beautification,
would want this eyesore and hazard improved.
Please advise what steps must be taken to accomplish this improvement.
We will be most happy to work with your Department towards this end.

NOTICE INVITING BIDS
SEALED BIDS will be received at the office of the City Clerk, City Hall, Newport Beach,
California, until 10:30 A.M. on the 3rd day of September, 1970, at which time they will
be opened and read, for performing work as follows:
CONSTRUCTION OF CURB AND GUTTER ON THE WEST SIDE OF IRVINE AVENUE
SOUTH OF 21ST STREET
CONTRACT NO. C -1309
Bids must be submitted on the proposal form attached with the contract documents furnished
by the Public Works Department. The additional copy of the proposal form is to be
retained by the bidder for his records.
Each bid must be accompanied by cash, certified check or Bidder's Bond, made payable to
the City of Newport Beach, for an amount equal to at least 10 percent of the amount bid.
The title of the project and the words "SEALED BID" shall be clearly marked on the outside
of the envelope containing the bid.
The contract documents that must be completed, executed, and returned in the sealed bid are:

B. Designation of Subcontractors
C. Bidder's Bond
D. Non - collusion Affidavit
E. Statement of Financial Responsibility
F. Technical Ability and Experience References
These documents shall be affixed with the signature and titles of the persons signing on
behalf of the bidder. For corporations, the signature of the President or Vice President
and Secretary or Assistant Secretary are required and the Corporate Seal sha a affixe
to all — documents requiring signature. In the case of a partnership, the signature of at
least one general partner is required.
No bids will be accepted from a contractor who has not been licensed in accordance with
the provisions of Chapter 9, Division III of the Business and Professions' Code. The
contractor shall state his license number and classification in the Proposal.
Plans and contract documents, including special provisions, may be obtained at the Public
Works Department, City Hall, Newport Beach, California, at no cost to licensed contractors.
A non - refundable charge of $2.00 will be required for each set of plans and contract
documents issued to others. It is requested that the plans and contract documents be
returned within 2 weeks after the bid opening.
The City has adopted the Standard Specifications for Public Works Construction (1970
Edition and Supplements) as prepared by the Southern California Chapters of the American
Public Works Association and the Associated General Contractors of America. Copies may
be obtained from Building News, Inc., 3055 Overland Avenue, Los Angeles, California 90034,
(213) 870 -9871.
The City has adopted Standard Special Provisions and Standard Drawings. Copies of these
are available at the Public Works Department at a cost of $2.00 per set.

needed to execute the contract and has set forth these items in Resolution No. 6982,
adopted May 12, 1969. A copy of said resolution is available in the office of the
City Clerk. All parties to the contract shall be governed by all provisions of the

FOR
IRVINE AVENUE STREET IMPROVEMENTS
20TH STREET TO 21ST STREET
CONTRACT NO. 1309
I. SCOPE OF WORK
The work to be done under this contract consists of the construction of curb and
gutter, widening and resurfacing of the westerly lane of Irvine Avenue from 21st
Street to approximately 660 feet southerly.
The contract requires completion of all work in accordance with the Special
Provisions, the City's Standard Specifications, the Project Plan (Drawing No.
R- 5166 -S), the City's Standard Drawings and Special Provisions, and applicable
portions of the State of California Standard Specifications (January 1969). The
City's Standard Specifications are the Standard S ecifications for Public Works
Construction (1970 Edition). The City's standard pecia Provisions and Standard
Drawings may be obtained at the Public Works Department for a fee of $2.00.
II. COMPLETION OF WORK
The Contractor shall complete all work on the contract within 30 consecutive calendar
days after the date the City executes the contract.
III.. PAYMENT
Payment for incidental items of work, not separately provided for in the proposal,
shall be included in the price bid for various items of work and no additional
compensation will be allowed.
IV. CONSTRUCTION SURVEY STAKING
Field surveys for control of construction and setting of monuments shall be the
responsibility of the Contractor. All such surveys including construction staking
shall be under the supervision of a California Licensed Surveyor or Civil Engineer.
Staking shall be performed on all items ordinarily staked at intervals normally
accepted by the City and trades involved. Payment for construction survey staking
shall be considered as included in the various items of work and no additional
allowance will be made therefor.
V. TRAFFIC CONTROL
The Contractor shall provide traffic control in compliance with Section 7 -10 of
the Standard Specifications. The Contractor shall maintain a minimum of two ten
foot paved lanes at all times.
Vehicular ingress and egress to 20th Street shall be maintained at all times during
the construction.

The Contractor shall submit a written proposed plan of traffic control to the
Engineer for his approval concurrently with the written construction schedule as
specified in Section 6 -1 of the Standard Specifications.
VI. NOTICE TO RESIDENCES
A written notice prepared by the City shall be distributed by the Contractor to
each affected residence, stating the time when he will begin and complete con-
struction operations that will restrict vehicular access to their drive approaches.
Errors in distribution, false starts, acts of God, strikes, or other alterations
of the schedule will require renotification using an explanatory letter. This
letter will also be prepared by the City and distributed by the Contractor.
VII. RESTORATION OF EXISTING IMPROVEMENTS
Restoration of existing improvements shall conform to Section 7 -9 of the Standard
Specifications.
VIII. EXISTING UTILITIES
The Contractor shall investigate and protect all existing utilities in conformance
with Section 5 of the Standard Specifications. Known utilities are indicated on
the Plans. Prior to performing construction work, the Contractor shall be responsible
for requesting each utility company to locate its facilities.
IX. WATER
The Contractor shall make his own provisions for obtaining and applying water
necessary to perform his work. If the Contractor desires to use available City
water, it shall be his responsibility to make arrangements for water purchases
by contacting the City's Utility Superintendent, Mr. Tom Phillips, at (714) 673 -2110,
extension 267.
X. CONSTRUCTION DETAILS
1. Relocation of Mail Boxes
During construction operations the existing mail boxes shall be relocated
outside of the work area near the right of way line. The relocation may
be performed by either resetting the posts in the soil or by setting the
posts in 5 gallon buckets. Upon completion of the construction, the mail
boxes shall be reset at locations designated by the Engineer.
2. Clearing and Grubbing
Clearing and grubbing shall be in accordance with Section 300 of the
Standard Specifications. The Contractor shall protect trees and shrubs
within the right of way that are indicated to remain on the Plans.
3. Earthwork
The cost of roadway excavation, subgrade preparation, cut and fill slope
grading, and all miscellaneous earthwork shall be considered as included
in the unit prices bid for other items of work and no additional compensa-
tion will be allowed therefor.

The Contractor shall prepare the subgrade by scarifying, cultivating, watering,
or drying and compacting the road bed to a depth of 6 inches in conformance
with Subsection 301 -1.2 of the City's Standard Specifications.
4. Landscaping Protection and Restoration
The Contractor shall be responsible for replacing all landscaping and
sprinklers damaged or removed during construction in conformance with Section
7 -9 of the Standard Specifications. The materials and plant species used for
replacement shall be the same or equal to those damaged or removed. The
exceptionsto the above requirement are the trees and shrubs indicated to be
removed on the plans.
The cost of protecting and restoring landscaping and fences, including
relocation of underground sprinkler lines, shall be included in the unit
price bid for other items of work and no separate or additional compensation
will be allowed.
5. Portland Cement Concrete Improvements
Portland cement concrete curb and gutters, and drive approaches shall be
constructed with Class 6 -B -3000 concrete.
The unit price bid for 6 -inch and variable curb face "Type A" curb and
gutter shall include all curb and gutter regardless of the curb face
height excluding curb returns adjacent to spandrels.
6. Asphaltic Concrete construction
A. Asphaltic Concrete Base Course
The asphalt concrete to be furnished and placed for the lower 5 -1/2 inches
(base course) of the new street pavement section shall be III -B2 -85 -100
in conformance with Section 400 -4 of the City's Standard Specifications.
The 5 -1/2 inch base course shall be placed in one layer.
Prime coat will not be required on the prepared subgrade. The tack
coat in conformance with Subsection 302 -5.3 of the City's Standard
Specifications shall be applied to the existing asphalt concrete surfaces,
and between the base course and the surface course.
The Contractor shall provide the types and numbers of rolling equipment
as required in Sections 39 -5.02 and 39 -5.03 of the State Standard
Specifications. Spreading and compacting shall be in conformance with
Section 39 -6 of the State Standard Specifications or as directed by
the Engineer, except that motor graders will not be allowed for spreading.
Special attention is directed to the construction of longitudinal joints
as specified in the eighth paragraph of Section 39 -6.01.
The following compaction procedures will be required for the base course,
unless the Engineer directs otherwise:
(1) Initial rolling shall proceed directly behind the spreader and
shall consist of two complete coverages of the asphalt mixture,
and shall be performed with a 2 -axle or 3 -axle steel -tired tandem
roller. Such rollers shall weigh not less than 10 tons or more
than 12 tons.

A motor grader shall trim and shape the layer immediately after
completion of initial rolling. Additional material may be end
dumped as required to fill low areas.
(2) Additional rolling shall proceed directly behind the motor grader
and shall consist of four complete coverages with a pneumatic
roller as specified in the Standard Specifications or allowed by
the Engineer. Such rollers shall weigh not less than 12 tons.
A complete coverage will be 2 passes of the roller in the same
roller width.
(3) Rolling shall commence at the center of the pass and work
toward the edges.
The intent of these specifications is to have all breakdown and additional
rolling performed while the mixture is sufficiently hot to facilitate
satisfactory compaction. The Engineer will, therefore, vary paving rates
as necessary or will require additional compaction equipment, in order
to insure adequate compaction of a hot mixture.
B. Asphaltic Concrete Surfacing and Driveways
The 1 -1/2 inch asphaltic concrete surfacing shall not be placed until
all of the asphaltic concrete base course is constructed.
Asphaltic concrete surfacing shall be Type III -D -85 -100 using paving grade
asphalt and conforming to Section 400 -4 of the City's Standard Specifications.
C. Asphaltic Concrete Curb
Asphaltic concrete used for curb shall be constructed with Type III -D -85 -100
asphaltic concrete.
The amount of asphalt binder used in asphalt concrete placed in asphaltic
concrete curbs shall be increased not less than one (1) percent by weight
of the aggregate over the amount of asphalt binder used in the asphalt
concrete placed in the traveled way.
Asphaltic concrete curbs shall be shaped and compacted with an extrusion
machine or other equipment capable of shaping and compacting the material
to the required cross section.

NOTICE INVITING BIDS
SEALED BIDS will be received at the office of the City Clerk, City Hall, Newport Beach,
California, until 10:30 A.M. on the 3rd day of September, 1970, at which time they will
be opened and read, for performing work as follows:

Bids must be submitted on the proposal form attached with the contract documents furnished
by the Public Works Department. The additional copy of the proposal form is to be
retained by the bidder for his records.
Each bid must be accompanied by cash, certified check or Bidder's Bond, made payable to
the City of Newport Beach, for an amount equal to at least 10 percent of the amount bid.
The title of the project and the words "SEALED BID" shall be clearly marked on the outside
of the envelope containing the bid.
The contract documents that must be completed, executed, and returned in the sealed bid are:

These documents shall be affixed with the signature and titles of the persons signing on

to all documents requiring signature. In the case of a partnership, the signature of at
least one general partner is required.
No bids will be accepted from a Contractor who has not been licensed in accordance with
the provisions of Chapter 9, Division III of the Business and Professions' Code. The
contractor shall state his license number and classification in the Proposal.
Plans and contract documents; including special provisions, may be obtained at the Public
Works Department, City Hall Newport Beach, California, at no cost to licensed contractors.
A non - refundable charge of J2.00 will be required for each set of plans and contract
documents issued to others. It is requested that the plans and contract documents be
returned within 2 weeks after the bid opening.
The City has adopted the Standard Specifications for Public Works Construction (1970
Edition and Supplements) as prepared by the Southern California Chapters of the American
Public Works Association and the Associated General Contractors of America. Copies may
be obtained from Building News, Inc., 3055 Overland Avenue, Los Angeles, California 90034,
(213) 870 -9871.
The City has adopted Standard Special Provisions and Standard Drawings. Copies of these
are available at the Public Works Department at a cost of $2.00 per set.

The City reserves the right to reject any or all bids and to waive any informality in

In accordance with the provisions of Article 2, Chapter 1, Part 7 of the California
Labor Code (Sections 1770 et seq.), the City Council of the City of Newport Beach has
ascertained the general prevailing rate of per diem wages in the locality in which the
work is to be performed for each craft, classification, or type of workman or mechanic
needed to execute the contract and has set forth these items in Resolution No. 6982,
adopted May 12, 1969. A copy of said resolution is available in the office of the
City Clerk. All parties to the contract shall be governed by all provisions of the
California Labor Code relating to prevailing wage rates (Sections 1770 -1781 inclusive).

All bids are to be computed on the basis of the given estimated quantities of work,
as indicated in this Proposal, times the unit price as submitted by the bidder. In case
of a discrepancy between words and figures, the words shall prevail. In case of an error
in the extension of a unit price, the corrected extension shall be calculated and the bids
will be computed as indicated above and compared on the basis of the corrected totals.
The estimated quantities of work indicated in this Proposal are approximate only,
being given solely as a basis for comparison of bids.
The undersigned has checked carefully all of the above figures and understands that
the City will not be responsible for any errors or omissions on the part of the under-
signed in making up this bid.
The undersigned agrees that in case of default in executing the required contract
with necessary bonds within ten (10) days, not including Sunday, after having received
notice that the contract is ready for signature, the proceeds of check or bind accompany-

SPECIAL PROVISIONS
FOR
IRVINE AVENUE STREET IMPROVEMENTS
20TH STREET TO 21ST STREET
CONTRACT NO. 1309
I. SCOPE OF WORK
The work to be done under this contract consists of the construction of curb and
gutter, widening and resurfacing of the westerly lane of Irvine Avenue from 21st
Street to approximately 660 feet southerly.
The contract requires completion of all work in accordance with the Special
Provisions, the City's Standard Specifications, the Project Plan (Drawing No.
R- 5166 -S), the City's Standard Drawings and Special Provisions, and applicable
portions of the State of California Standard Specifications (January 1969). The
City's Standard Specifications are the Standard Specifications for Public Works
Construction (1970 Edition). The City's Standard Special Provisions and Standard
Drawi— ng- s may be obtained at the Public Works Department for a fee of $2.00.
II. COMPLETION OF WORK
The Contractor shall complete all work on the contract within 30 consecutive calendar
days after the date the City executes the contract.
III.. PAYMENT
Payment for incidental items of work, not separately provided for, in the proposal,
shall be included in the price bid for various items of work and no additional
compensation will be allowed.
IV. CONSTRUCTION SURVEY STAKING
Field surveys for control of construction and setting of monuments shall be the
responsibility of the Contractor. All such surveys including construction staking
shall be under the supervision of a California Licensed Surveyor or Civil Engineer.
Staking shall be performed on all items ordinarily staked at intervals normally
accepted by the City and trades involved. Payment for construction survey staking
shall be considered as included in the various items of work and no additional
allowance will be made therefor.
V. TRAFFIC CONTROL
The Contractor shall provide traffic control in compliance with Section 7 -10 of
the Standard Specifications. The Contractor shall maintain a minimum of two ten
foot paved lanes at all times.
Vehicular ingress and egress to 20th Street shall be maintained at all times during
the construction.

The Contractor shall submit a written proposed plan of traffic control to the
Engineer for his approval concurrently with the written construction schedule as
specified in Section 6 -1 of the Standard Specifications.
VI. NOTICE TO RESIDENCES
A written notice prepared by the City shall be distributed by the Contractor to
each affected residence, stating the time when he will begin and complete con-
struction operations that will restrict vehicular access to their drive approaches.
Errors in distribution, false starts, acts of God, strikes, or other alterations
of the schedule will require renotification using an explanatory letter. This
letter will also be prepared by the City and distributed by the Contractor.
VII. RESTORATION OF EXISTING IMPROVEMENTS
Restoration of existing improvements shall conform to Section 7 -9 of the Standard
Specifications.
VIII. EXISTING UTILITIES
The Contractor shall investigate and protect all existing utilities in conformance
with Section 5 of the Standard Specifications. Known utilities are indicated on
the Plans. Prior to performing construction work, the Contractor shall be responsible
for requesting each utility company to locate its facilities.
IX. WATER
The Contractor shall make his own provisions for obtaining and applying water
necessary to perform his work. If the Contractor desires to use available City
water, it shall be his responsibility, to make arrangements for water purchases
by contacting the City's Utility Superintendent, Mr. Tom Phillips, at (714) 673 -2110,
extension 267.
X. CONSTRUCTION DETAILS
Relocation of Mail Boxes
During construction operations the existing mail boxes shall be relocated
outside of the work area near the right of way line. The relocation may
be performed by either resetting the posts in the soil or by setting the
posts in 5 gallon buckets. Upon completion of the construction, the mail
boxes shall be reset at locations designated by the Engineer.
2. Clearing and Grubbing
Clearing and grubbing shall be in accordance with Section 300 of the
Standard Specifications. The Contractor shall protect trees and shrubs
within the right of way that are indicated to remain on the Plans.
Earthwork
The cost of roadway excavation, subgrade preparation, cut and fill slope
grading, and all miscellaneous earthwork shall be considered as included
in the unit Prices bid for other items of work and no additional compensa-
tion will be allowed therefor.

The Contractor shall prepare the subgrade by scarifying, cultivating, watering,
or drying and compacting the road bed to a depth of 6 inches in conformance
with Subsection 301 -1.2 of the City's Standard Specifications.
4. Landscaping Protection and Restoration
The Contractor shall be responsible for replacing all landscaping and
sprinklers damaged or removed during construction in conformance with Section
74 of the Standard Specifications. The materials and plant species used for
replacement shall be the same or equal to those damaged or removed. The
exceptionsto the above requirement are the trees and shrubs indicated to be
removed on the plans.
The cost of protecting and restoring landscaping

5. Portland Cement. Concrete Improvements

Portland cement concrete curb and gutters, and drive approaches shall be
constructed with Class 6 -B -3000 concrete.
The unit price bid for 6 -inch and variable curb face "Type A" curb and
gutter shall include all curb and gutter regardless of the curb face
height excluding curb returns adjacent to spandrels.
6. Asphaltic Concrete construction
A. Asphaltic Concrete Base Course
The asphalt concrete to be furnished and placed for the lower 5 -1/2 inches
(base course) of the new street pavement section shall be III -B2 -85 -100
in conformance with Section 400 -4 of the City's Standard Specifications.
The 5 -1/2 inch base course shall be placed in one layer.
Prime coat will not be required on the prepared subgrade. The tack
coat in conformance with Subsection 302 -5.3 of the City's Standard
Specifications shall be applied to the existing asphalt concrete surfaces,
and between the base course and the surface course.
The Contractor shall provide the types and numbers of rolling equipment
as required in Sections 39 -5.02 and 39 -5.03 of the State Standard
Specifications. Spreading and compacting shall be in conformance with
Section 39 -6 of the State Standard Specifications or as directed by
the Engineer, except that motor graders will not be allowed for spreading.
Special attention is directed to the construction of longitudinal joints
as specified in the.eighth paragraph of Section 39 -6.01.
The following compaction procedures will be required for the base course,
unless the Engineer directs otherwise:
(1) Initial rolling shall proceed directly behind the spreader and
shall consist of two complete coverages of the asphalt mixture,
and shall be performed with a 2 -axle or 3 -axle steel -tired tandem
roller. Such rollers shall weigh not less than 10 tons or more
than 12 tons.

A motor grader shall trim and shape the layer immediately after
completion of initial rolling. Additional material may be end
dumped as required to fill low areas.
(2) Additional rolling shall proceed directly behind the motor grader
and shall consist of four complete coverages with a pneumatic
roller as specified in the Standard Specifications or allowed by
the Engineer. Such rollers shall weigh not less than 12 tons.
A complete coverage will be 2 passes of the roller in the same
roller width.
(3) Rolling shall commence at the center of the pass and work
toward the edges.
The intent of these specifications is to have all breakdown and additional
rolling performed while the mixture is sufficiently hot to facilitate
satisfactory compaction. The Engineer will, therefore, vary paving rates
as necessary or will require additional compaction equipment, in order
to insure adequate compaction of a hot mixture.
B. Asphaltic Concrete Surfacing and Driveways
The 1 -1/2 inch asphaltic concrete surfacing shall not be placed until
all of the asphaltic concrete base course is constructed.
Asphaltic concrete surfacing shall be Type III -D -85 -100 using paving grade
asphalt and conforming to Section 400 -4 of the City's Standard Specifications.
C. Asphaltic Concrete Curb
Asphaltic concrete used for curb shall be constructed with Type III -D -85 -100
asphaltic concrete.
The amount of asphalt binder used in asphalt concrete placed in asphaltic
concrete curbs shall be increased not less than one (1) percent by weight
of the aggregate over the amount of asphalt binder used in the asphalt
concrete placed in the traveled way.
Asphaltic concrete curbs shall be shaped and compacted with an extrusion
machine or other equipment capable of shaping and compacting the material
to the required cross section.
