HomeMy WebLinkAbout11 - Memorandum of Understanding - Newport Beach Marine Safety Officers Association`J CITY OF NEWPORT BEACH { ADMINISTRATIVE SERVICES DEPARTMENT Resource Management Division July 27, 1998 c-7 July 27, 1998 Aeenda Item # JUL 2 7 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Dennis Danner, Administrative Services Director SUBJECT: MEMORANDUM OF UNDERSTANDING - NEWPORT BEACH MARINE SAFETY OFFICERS ASSOCIATION DISCUSSION: The current agreement with the Marine Safety Officers Association expired on December 31, 1997. The terms of the agreement were extended through the current time with the mutual consent of the City and the Association while negotiations were going on for a new agreement. The City and the Association reached tentative agreement on a new contract earlier this year. The new agreement will cover the period from January 1, 1998 through June 30, 1999. Following are the significant conditions of this agreement: 1. Compensation Adjustment A. During the term of this agreement unit members shall have their base pay increased by a percentage equivalent to that granted Fire Unit employees. B. For the period from July 1, 1997 to April 24, 1998, Marine Safety Lieutenants shall receive a one time payment equal to 10% of base pay and paid overtime. C. Effective April 25, 1998, the pay differential between Marine Safety Supervisor and Marine Safety Lieutenant shall be increased from 15% to 25%. 2. Overtime: During the term of this agreement, Unit employees shall have the option of requesting compensatory time off for all overtime worked, including training time. E 3. Bereavement Leave: 11 Grandparents have been added to the qualifying eligible immediate family members for purposes of bereavement leave. This is consistent with the provisions of agreements with other City employees. 4. Lifeguard IV's: The classification of Lifeguard IV has been added to this Bargaining Unit. This classification is not eligible for Education Incentive Pay, City provided health insurance, or leave time (flex leave, vacation leave, sick leave, and holiday leave). 5. Re -openers: The City and Association agree during the term of this agreement to reopen negotiations on the following topics upon the request of either or both parties: A. Long Term Disability Insurance. B. Insurance, if significant changes to insurance plans are made with other employee groups. C. Revised Personnel Rules and Regulations. D. Lifeguard IV classification benefits if these positions are not made full- time through the budget process for the period commencing July 1, 1998. ANALYSIS: Depending on future negotiations with Fire Unit employees, it is estimated that the cost of this contract, for the eighteen month period from January 1, 1998 to June 30, 1999 is approximately $50,000. RECOMMENDATION: It is recommended that the City Council approve the attached Memorandum of Understanding between the City and the Marine Safety Officers Association which covers the period from January 1, 1998 through June 30, 1999. • C:\WINWORD\DENNISWP\FIREMGT.DOC 07/17/98 11:49 AM
