F.3.(E) BY THE CITY COUNCIL CITY OF NEWPORT BEACH TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL JUN 2 2 1987 APPROVED FROM: City Negotiating Team SUBJECT: 1987/88 COMPENSATION NEGOTIATIONS SUMMARY OF MEMORANDUM OF UNDERSTANDING WITH POLICE/SWORN 1. Total Compensation increase of 6% (see Master Officer Program description below for total compensation distribution). 2. Employees will be allowed to pay their own PERS contribution during their declared last year or less with the City. The City will increase salary during this period by an offsetting amount equal to the employee's PERS contribution. 3. Family Sick Leave Policy language will be changed to include within its scope persons "dependent" upon the employee. 4. Employees holding a City paid disability level of sick leave (320 hours or 40 months accrual) who use six or fewer days of sick leave in a calendar year will be permitted to convert on an annual basis up to six days a year at 50% value for cash or vacation. Days converted will be deducted from the bank of time available for conversion at termination or retirement. 5. Holiday pay will be paid only to employees who have been on the payroll for thirty calendar days. 6. Tuition reimbursement formula will be formalized to reference Spring 1987 [art time student rate and parking fees of University of California at Irvine. 7. A Master Officer Program will be implemented. It will be in three steps. Payment will be on an annual lump sum basis with the date for qualification to be November 30th and the payment to be made during the last pay period in January. A summary follows: Master Officer I will require five years at Newport (not necessarily consecutive); one full year at "E" step; competent performance, evaluation, intermediate POST or educational equivalent; and completion of one year in a speciality assignment. Those officers at this level will receive an additional 5% in salary. Master Officer II will require eight years at Newport; one full year at Master Officer I level; competent performance evaluation; advanced POST or educational equivalent; a second full year in a speciality assignment - different from that needed for Master Officer I. Officers at this level will receive an additional 10% in salary. Master Officer III will require 10 years at Newport; one full year at Master Officer II; competent performance evaluation; advanced POST or educational equivalent; a third full year in a speciality assignment - different from those used to quality for Master Officer I or II. .4 s` AW 0 Officers at this level who are not in a uniformed patrol assignment will receive an additional 12-1/2% in salary; those in a uniformed patrol assignment will receive an additional 15% in salary and be permitted to wear an insignia attesting to their status. • In order to establish this program for the benefit of the members of the Police Employees Association and the. City of Newport Beach the following understandings were agreed upon that affect and/or alter items that were agreed to in earlier Memoranda of Understanding: 1. All assignment pays paid to Police/sworn personnel will be relinquished and cancelled with the exception of assignment pay for helicopters. However, those accepting helicopter assignment pay are not eligible for the Master Officer Program during their time on helicopters. 2. During the first qualifying period ending on November 30,1987, service time with the City will be considered, however, the time requirements for being at Master I or Master II in order to reach the next level will not be considered. Thus, employees who meet the criteria for Master Officer II or III except for time at the level below will be given these ranks. 3. For the fiscal year 1987/88, Police Sworn employees will receive Total Compensation of 4%. The balance will be used to fund the Master Officer Program. 4. Sergeants will receive 4% Total Compensation plus an additional 3% in salary in 1987/88. In each of the following two years they will receive J-1 Total Compensation plus an additional 2% in salary. • 5. Lieutenants will receive 4% Total Compensation plus an additional 2% in salary in 1987/88. 6. For the purpose of calculating J-1 Total Compensation in future years, the City will use as the comparison for the Police Officer rank, the compensation of the Master Officer in the the top three J-1 cities. This will continue unless there is a significant change in the Master Officer program in either Newport Beach or in the J-1 cities. 7. All current employees will continue to receive education pay in accord with the present system. Employees hired after the effective date of this MOU will no longer be eligible for the top step of education pay. Days converted will be deducted from the bank of time available for conversion at termination or retirement. 6.
