(d) SUBJECT: 1988-89 COMPENSATION NEGOTIATIONS SUMMARY OF MEMORANDUM OF UNDERSTANDING WITH NEWPORT BEACH POLICE EMPLOYEES' ASSOCIATION THE FOLLOWING POINTS HAVE BEEN AGREED TO BY THE NEGOTIATORS FOR THE NEWPORT BEACH POLICE EMPLOYEES ASSOCIATION AND THE MANAGEMENT NEGOTIATORS. THE AGREEMENT HAS BEEN RATIFIED BY THE MEMBERS OF THE ASSOICATION. 1. Continuation of Council Policy J-1. 2. Total compensation increase of 3.5% for sworn personnel and 4.5% for non -sworn personnel for period July 2, 1988 to June 30, 1989. 3. Acting positions will be compensated after appropriate time served at an increase of 7.5%. For those at "E" - step in their range, the Acting position will be compensated at the higher of either 7.5% or the "A" step of the acting position. 4. Health coverage cost for new employees in the indemnity plan will be as follows: Employee plus two: 1st year $120; 2nd year $80,; 3rd year $40. Employee plus one: lst year $60; 2nd year $40; 3rd year $20. Employees enrolled in HMO's will be charged: Employee plus two: lst year $60; 2nd year $40,; 3rd year $20. Employee plus one: lst year $30; 2nd year $20,; 3rd year $10. It is understood that this does not impact the credit for lateral service now in effect. 5. City agrees to meet with representatives of the employee groups and a spokesperson for the non -represented to discuss and attempt to formulate a proposal for a consistent leave policy for the City. 6. In accord with the agreement reached for 1987-88, an additional 3% salary increase, outside of J-1, will be given to sergeants. 7. Non -industrial disability insurance level ceiling increased to a maximum of $90,000. Disability insurance for industrial leave will maintain the current salary cap of $31,500. 8. During an employee's initial service in a position, the Department Director may on a one-time basis grant a two-step increase for an employee whose performance is exceptional. 9. It is understood by the Council and the Association that the Association as part of the 1989-90 negotiations will demand that the Council consider the J-1 policy's interpretation in light of agreements being granted by the J-1 cities that provide for bifurcated (anticipated) increases during the life of the agreements. This Memorandum of Understanding will have a maximum annual cost of $362,000.
