SUBJ: CONTRACT AGREEMENT - RETIREE HEALTH INSURANCE PLAN
Background: During the meet -and -confer process with the Newport
Beach City Employees Association (NBCEA) for Fiscal Year 1984/85,
the City, through unilateral action of the City Council agreed to
meet -and -confer with the NBCEA for the purpose of meeting -and -
conferring on the issues of modifying the current Health
Insurance Plan and providing a Retiree Health Insurance Plan.
Discussion: Since October 1, 1984, the City negotiating team and
representatives of the NBCEA have met -and -conferred on the issues
of modifying the current Health Insurance Plan and for providing
•a Retiree Health Insurance Plan. Both negotiating teams have
reached agreement and the agreement was presented to and ratified
by the NBCEA membership. In the opinion of City, Staff, the
agreement is in accordance with City Council direction. Unlike
the other City Associations in which a contract existed for
Fiscal Year 1984/85, there is no existing contract to amend with
NBCEA. Therefore, a contract specifically for this purpose of
amending the current health plan and providing a Retiree Health
Insurance Plan has been developed and, signed by both parties.
RECOMMENDATION: It is recommended that the attached Memorandum of
Understanding between the City and NBCEA be approved.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH IMPLEMENTING BENEFIT
INCREASES FOR EMPLOYEES WHO ARE MEMBERS OF THE
NEWPORT BEACH CITY EMPLOYEES ASSOCIATION
(NBCEA)
WHEREAS, the City of Newport Beach, through its
negotiating team, has reopened the Contract for meet and confer
process, has met and confered with representatives of the Newport
Beach City Employees Association — (NBCEA) concerning the issues
of modifying the current health insurance plan and providing a
Retiree Health Insurance Plan for fiscal year 1984 - '85;
WHEREAS, the City Council is desirous of implementing,
effective December 10, 1984, its proposal to the Newport Beach
City Employees Association - (NBCEA) for increasing benefits
provided to its members.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach that the benefit changes for members of
the Newport Beach City Employees Association - (NBCEA), for
fiscal year 1984 — '85, shall be as set forth in Exhibit "A"
which is attached hereto and incorporated herein by 'reference.
