JUN 2 41991 C - Z4.5% June 17, 1991 City Council Agenda Item No. Fl�Mp TO: HONORABLE MAYOR SANSONE AND MEMBERS OF THE CITY COUNCIL FROM: The City's Negotiating Team REGARDING: Tentative agreement with the Newport Beach City Employees Association (N.B.C.E.A.) THE FOLLOWING POINTS HAVE BEEN AGREED TO BY THE NEGOTIATORS FOR THE N.B.C.E.A. AND THE CITY'S NEGOTIATORS. FINAL AGREEMENT IS SUBJECT TO RATIFICATION BY THE CITY COUNCIL 1. Total compensation increase for sworn personnel of 8% for the period June 29, 1991 to June 27, 1992. 2. The City will continue to cap its contribution to employee health care plans at $400.00 per month. 3. The City agrees to an open enrollment for NBCEA members who wish to join the flex -leave program, the enrollment will take place prior to January 1, 1992. 0 0 4. The City will submit a written proposal intended to clarify the J-1 Policy language to all city employee associations, by either the 1st of September, 1991, or 60 days after the signing of the last M.O.U. (of the 91-92 negotiating season), which ever is later. Following the submission of the City's proposal, authorized City representatives will engage in meet and confer dialog with association representatives in an effort to gain feedback for the City Council as it proceeds toward a 1991 revision of the J-1 Policy. Following the dialog between the representatives of the City and the associations, the City Council shall vote to adopt a revised form of the J-1 Policy before the end of the calendar year. 5. The City agrees to eliminate the one day waiting period, to gain access to sick leave banks, for employees in the flex -leave program who are verifiably ill. 6. The City will request an actuarial study from PERS to provide information for consideration of the PERS benefit option known as 2% at 55. The City and the NBCEA agree to create a special adjustment of an additional 2% in salary for the classification of Recreation Supervisor, for the purpose adjusting this class to the local labor market survey. The funds required will be reallocated from the City's regular J-1 offer. 8. Effective June 29th, newly hired employees will be eligible to receive full pay for scheduled holidays, without a waiting period. At the same time "floating holiday" eligibility will be modified to allow for newly hired employees to earn their first floating holiday credit {eight (8) hours) at the same time as they receive their regular appointment status, which follows the successful completion of their probationary period. 9. All other terms and conditions of the current MOU between the NBCEA remain unchanged. 1991-92 MEET AND CONFER N.B.C.E.A. REOPENER PROPOSALS 1. TOTAL COMPENSATION ADJUSTMENT OF 8% EFFECTIVE 1ST PAY PERIOD OF FISCAL YEAR 1991/1992. 2. SPECIAL ADJUSTMENT OF AN ADDITIONAL 2% FOR RECREATION SUPERVISORS, THIS DISTRIBUTION WILL BE TAKEN FROM WITHIN THE GENERAL 8% TOTAL COMP ADJUSTMENT OF THE ENTIRE ASSOCIATION. 3. MODIFICATION OF FIXED AND FLOATING HOLIDAY ELIGIBILITY LANGUAGE. 4. ELIMINATE ONE DAY WAITING PERIOD TO ACCESS EXISTING BANKED SICK LEAVE, FOR THOSE WHO HAVE SELECTED FLEX -LEAVE PLAN.
