HomeMy WebLinkAbout02/22/1982 Item #F-8aCITY OF NEWPORT BEACH OFFICE OF THE CITY MANAGER February 22, 1982 CITY COUNCIL AGENDA NO, 0-8(a) T0: MAYOR AND CITY COUNCIL aWJ&9-J2L— FROM: City Manager SUBJECT: USAGE OF THE FORMER WEST NEWPORT LIBRARY AND VOLUNTARY ACTION CENTER BUILDINGS Ply > eti a' COUNCIL z3*11X OF BEACH Background In March 1981 the City Council approved a joint lease with the Balboa Power Squadron and the Friends of the Library for usage of the former West Newport Library building at 6000 West Coast Highway. This lease is currently in effect. It provides for payment of $200 per month in rent and for absorption of all maintenance and utilities responsibilities by the lessees. The Squadron has, to date, absorbed all rental, utilities and maintenance costs and is currently in the process of negotiating with the Friends for reimbursement of some of these expenses. In August 1981 the Council was informed that the Voluntary Action Center (VAC), which had been leasing a City facility at 1714 West Balboa Boulevard, had acquired new facilities in Santa Ana. The VAC have retained one small office at the site, under a "facilities use agreement" with the Parks, Beaches and Recreation Department, but have since vacated the remainder of the building. In addition to some VAC functions, the Library Department has been using several rooms at the building for storage needs. Also, the Alcoholics Anonymous group meets in the facility one night per week. For the most part, however, the building is not actively being used. Proposed Usage of the Facilities The Balboa Power Squadron has examined the former VAC Center and believes it would better suit their needs than does the former West Newport Library building. The Squadron feels that the space arrangements, parking availability and other attributes of the facility make it superior. Attachment 1 is a letter from the Squadron. The Friends of the Library are of the opinion that their functions would be much more compatible with other similar library operations and are, therefore, in concurrence with the Squadron's proposal to relocate. The Friends believe, and have so pointed out in the past, that relocation of the library storage from the VAC Center to the former West Newport Library would prove to be a more compatible arrangement than that which currently exists under the joint lease. TO: MAYOR AND CITY COUNCIL - Page 2 Conclusion In response to the respective desires of the Friends of the Library and the Balboa Power Squadron, it is felt that the proposed relocation of functions is appropriate and should be favorably considered. Unless the Council has objections, the two parties will proceed to make the necessary arrangements to terminate their joint lease and schedule the necessary moves. The Power Squadron will move its activities to the former Voluntary Action Center and will enter into a "facilities use agreement" with the Parks, Beaches and Recreation Depart- ment. As indicated in the letter from the Squadron, the terms of the use agreement, with respect to rent, utilities and maintenance, could be made similar to those which are currently in effect at the 6000 West Coast Highway site. Administration of all use agreements at the facility would remain under the jurisdiction of the Parks, Beaches and Recreation Department. Arrangements for other groups to use the facility could be made as space and scheduling permits. The Friends would continue to occupy the former West Newport Library building. In addition to fully supplying their storage, book binding, and related working needs, the vacation of the premises by the Squadron would free -up square footage to help satisfy any supplemental office and filing space needs of the Friends. The Library Department will move its stored items from the former VAC Center to the former West Newport Library building. Additionally, the City Librarian in an earlier memo (Attachment 2) has indicated that there are several other library -related functions which could potentially be handled at the facility. The activities which are noted in the subject memo represent only a preliminary analysis and would, of course, require further review and, where appropriate, formal approval. Arrangements for utilities, maintenance and other considerations at the facility would be established cooperatively by the Library Department and the Friends. ROBERT L. The Balboa Power Squadron Executive Committee has met and has asked me to convey to you their request to lease the building at 1714. W. Balboa Boulevard in Newport Beach, along the terms you and I discussed, which would be similar to our present lease at 6000 West Coast Highway, with adjust- ments for the other occasional and partial users. We do not anticipate any problem in working our scheduling with the several other partial users of the premises, in- cluding the Voluntary Action Committee, Alcoholics Anonymous, and the Newport Beach Department of Parks, Beaches and Recreation. As we discussed, I am available for a meeting with Mr_. Ron Whitley of the Newport Beach Department of Parks, Beaches, and Recreation to disucss this matter. SUBJECT: ACTIVE USES FOR THE WEST NEWPORT FACILITY. Although the Library Department's immediate needs are for both accessible and inactive storage, the possibility of using the West Newport Library building for Community/Library oriented uses is realistic if the facility was permanently available to the Library Department at some future time. Recognizing the limitations of the West Newport facility, regarding size,.location, parking, the Library would make every effort to promote particular programs of special interest that would appeal to the residents of that community. But, without any facility available to the Library Department in West Newport, the Library's desires and hopes to again provide programs or services are greatly diminished. Some possibilities for future use are listed below: Graphic arts workshop. Some processes, i.e; sign -making, are incompatible wit of er pubic information functions performed at the administrative center. Space for these functions is also severely limited at the adminis- trative center. Bookshop/Gallery. Could be an on-going fundraising activity for the Library as wel-1 as a showcase for local artists and craftsmen. Friends Office Space. Permanent office space could be provided for files, records, supplies, etc. for the Friends of the Library in one of the two locked offices. Community Programs. No public facility currently exists in that area. 'S_pecial adult and young adult (7th - 10th grades) programs could be scheduled in conjunction with other library activities or by themselves. These programs would be targeted toward the specific interests and/or age groups and could include crafts, workshops, demonstrations, classes, films, speakers, etc. The young adult age group, in particular, is one which the Library needs to focus more of its efforts than it has in the past.
