SUBJECT: AGREEMENT WITH THE NEWPORT -MESA UNIFIED SCHOOL DISTRICT
FOR THE LIGHTING OF LINCOLN SCHOOL SPORTS FIELD AND
CORONA del MAR HIGH SCHOOL TENNIS COURTS
RECOMMENDATION:
Adopt a Resolution authorizing the Mayor and the City
Clerk to execute the reimbursement agreement with the
Newport -Mesa Unified School District for the installa-
tion of lights on the Lincoln School sports field and
the installation of lights on four Corona del Mar High
School tennis courts.
DISCUSSION:
The City Council in the fiscal year 1973 -74 approved budget items which
appropriated funds for the instdllation of lights at the two subject areas.
The School District has awarded contracts now for the installation of
lights at these two areas and reimbursement agreements have been prepared
for execution between the City and the School District for the installa-
tion of these lights.
The City's portion of the funds have been encumbered for these lighting
projects, but a formal joint powers agreement between the City and the
School District has not, as yet, been executed.
The agreements are more or less formalities, but they do identify the
responsibilities of the School District and the City in developing
capital improvement projects.
The proper amounts for City participation have already been appropriated;
therefore, no additional funds are necessary.

SUBJECT: CAPITAL IMPROVEMENT LIGHTING PROJECTS
RECOMMENDATION:
Delay the installation of lights at four Corona del Mar
High School tennis courts and the installation of lights
at the Lincoln Jr. High School . athletic field for one
year due to the electrical energy crisis.
2. Notify the Board of Directors of the Newport -Mesa Unified
School District of the City's recommendation.
DISCUSSION:
In conjunction with a request from the City Council to have the PB & R
Commission decrease the electrical consumption for recreation programming
by 15%, the Commission was also requested to make a recommendation relative
to the installation of additional capital improvement projects that have
been approved and budgeted in the current fiscal year.
After discussion the Commissioners did not feel that it would be appropriate
to install additional facilities that would have a requirement for electrical
energy when cutbacks were being made on facilities that already exist. There-
fore, the PB & R Commission voted to recommend to the City Council that the
projects mentioned above be deleted in the current year's budget but be
carried over to the next fiscal year in order to analyze the full effect
that the energy crisis will have on such installations.

SUBJECT: SPORTS FIELD LIGHTING IN CORONA DEL MAR
RECOVDATION:
(1) Authorize the Mayor and City Clerk to enter into an
agreement with the Newport Mesa Unified School District
for the lighting of a sports field in Corona del Mar.
(2) Authorize an expenditure up to $30,000 for the City's
share in the field lighting.
DISCUSSION:
In order to extend the hours that a sports field is available for
recreation programs in Corona del Mar, the City and the School
District are desirous of lighting an area that can be used for
softball games, football, soccer and other sporting activities.
An example of the City's participation would be the adult men's
softball program that has grown from one eight -team league four
years ago to 48 teams participating in the 1972 -73 season. Additional
night - lighted softball fields are an absolute necessity for this rapidly
expanding program. Additionally, the Junior All American Football
program and the American Youth Soccer Association have requested night -
lighted fields to extend the playing time for their expanding programs.
The School District is also desirous of having night - lighted fields
for their own sport activity practices.
Architectural design and awarding of the contract bids will be handled
by the School District. The City has $30,000 budgeted in the 1973 -74
fiscal year for its share of the lighting project.

Cal, attached is the Resolution authorising the Mayor and Clerk to
execute the reimbursement agreement with the School District for the
lighting of the Lincoln School sports field and Corona del Mar High
School tennis courts.
I think it would be a good idea if you could prepare a short memo for
the Council explaining when this project was authorised and that for
some reason the reimbursement agreement was never prepared for signature
by the City and School district.

agreement between the City and the School District for the lighting
of the Lincoln School sports field. Said Resolution was never
acted upon.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach that said reimbursement agreement above
described is approved, and the Mayor and City Clerk are hereby
authorized and directed to execute the same on behalf of the City
of Newport Beach.
BE IT FURTHER RESOLVED that Resolution No. 8114 is

Pursuant to California Government Code Sections 6500
et seq., this

Powers Agreement
is made and entered into

1974, by and between
the CITY OF NEWPORT BEACH, a municipal corporation, hereinafter
referred to as "CITY" and the NEWPORT -MESA UNIFIED SCHOOL DISTRICT,
hereinafter referred to as "DISTRICT;"
W I T N E S S E T H:
WHEREAS, it has been determined that there is a need
for more lighted tennis courts and sports fields in the City of
Newport Beach; and
WHEREAS, Corona del Mar High School has been selected
as the site for the lighting of four tennis courts and the Lincoln
School sports field has been selected to be lighted; and
WHEREAS, CITY and DISTRICT have agreed to each contribute
one -half of the cost of lighting said facilities up to a total of
$15,474.00 contribution by each party for the installation of
lights at four Corona del Mar High School tennis courts, and up
to a total of $34,405.50 contribution by each party for the installa-
tion of the lights at the Lincoln School sports field; and
WHEREAS, it is agreed that the CITY and DISTRICT will
share the use of the lighted tennis courts and sports field;
NOW, THEREFORE, in consideration of these premises it is
hereby agreed by and between the parties hereto as follows:
1. CITY agrees to reimburse DISTRICT for one -half of
the construction costs for the installation of the lights on four
tennis courts at Corona del Mar High School up to a total of
$15,474.00 and for the installation of lights at the Lincoln School
sports field up to a total of $34,405.50.
2. DISTRICT agrees to maintain all facilities including,
but not limited to, poles, light bulbs and other items related to
said lighting facilities.

3. DISTRICT agrees to pay for all electrical energy
costs relating to said lighting facilities.
4. DISTRICT will have administrative control over the
scheduling of the use of the lighted tennis courts and sports field
and will allow the general public to use said courts and sports
field at such times during the day after all legitimate school
naeo have been met.
IN WITNESS WHEREOF, the parties hereto have executed this
agreement as of the day and year first above written.
