The proposal would establish regulations and development standards for the long term build -out of acute and non-acute health care facilities. The proposal also includes an amendment to Districting Maps No. 22 and 22-A so as to redistrict the hospital property from the A -P -H and U (Unclassified) Districts to the P -C (Planned Community District); an amendment to Chapter 20.02 of the Newport Beach Municipal Code so as to amend the Height Limitation Zones Map and the legal description of the 26/35 Foot Height Limitation District to place the Lower Campus wholly within the 32/50 Foot Height Limitation District. LOCATION: Lower Campus: A portion of Lot 172, Block 1, Irvine's Subdivision, located at 4000 West Coast Highway, on the northerly side of West Coast Highway, between Newport Boulevard and Superior Avenue. Upper Campus: Parcel No.1 of Record of Survey 15-30, located at 301 Newport Boulevard, on the southwesterly corner of Hospital Road and Newport Boulevard. ZONE: A -P -H and U (Unclassified) APPLICANT: Hoag Memorial Hospital Presbyterian, Newport Beach OWNER: Same as Applicant TO: City Council - Applications N1_ This is the second reading of Ordinance No. 92-3, adopting Planned Community District Regulations and Development Plan for Hoag Hospital. Section 20.51.035 of the Code sets forth the application procedures for a P -C Text, and Section 20.51.040 describes the required components of a P -C Development Plan. This is also the second reading of Ordinance No. 92-4, adopting Development Agreement No. 5 for the Hoag Hospital Planned Community. Development Agreement procedures are in Chapter 15.45 of the Code. Environmental Significance This project was analyzed in Final Environmental Impact Report No. 142 for the Hoag Hospital Master Plan which was certified on May 11, 1992, and is the environmental documentation for this action. Suggested Action If desired, 1. Adopt Ordinance No. 92-3, being an Ordinance of the City Council of the City of Newport Beach adopting Planned Community District Regulations and a Develop- ment Plan for Hoag Hospital; and 2. Adopt Ordinance No. 924, being an Ordinance of the City Council of the City of Newport Beach adopting Development Agreement No. 5 for the Hoag Hospital Planned Communty. Bac and At the meeting of May 11, 1992, the City Council took a series of straw votes which defined alterations and refinements to the Hoag Hospital Master Plan project and Development Agreement. This meeting was the fourth in a series of meetings at which the City Council considered the Hoag Hospital project. Since the changes to the proposed P -C District Regulations and Development Agreement were significant, the ordinances were re- introduced and passed to second reading at this meeting.
