TO: CITY COUNCIL FROM: Underground Utilities Coordinating Committee SUBJECT: PROPOSED EASEMENT FOR UNDERGROUND UTILITY PURPOSES ACROSS THE BALBOA BAY CLUB PROPERTY RECOMMENDATION: Direct the staff to prepare a non - exclusive easement for underground utility purposes across the front of the Balboa Bay Club property, subject to the prior approval of the Balboa Bay Club. DISCUSSION: In connection with undergrounding of overhead electrical facil- ities in Underground Utilities District No. 2 along the Pacific Coast Highway adjacent to the Balboa Bay Club, the Edison Company has been unable to find a suitable location for its facilities within the state highway. The Division of Highways will not allow the construction of underground vaults in the travelled lanes. Both the parking lane and parkway on the southerly side are occupied with existing utility lines. The south side of the highway is preferred because of the location of the individual services. The Edison Company would like to place its underground power line in a 6 feet wide easement behind the existing wall in front of the Balboa Bay Club. To clear the block wall and planters, the north side of the easement would have to be 7 feet south of the north property line. In addition there would be two vaults each 10' x 18' in the plan. Since the City owns the fee it will be necessary for the Edison Company to obtain a utility easement from the City. The Edison Company has been verbally assured by the Balboa Bay Club that the Club would have no objections. The effect of granting this easement would be to limit further building activity along the northerly 13 feet of the Balboa Bay Club site. If all goes according to schedule, construction will be completed by December 1, 1972.
