B. Amendment No. 755 Request to amend the Civic Plaza Planned Community Development Plan so as to permit 30,000 square feet of additional office development transferred from the Corporate Plaza West Planned Community. AND C. Amendment No. 756 Request to repeal Ordinance No. 91-47, which adopted the Corporate Plaza West Planned Community Development Plan, and amend a portion of Districting Map No. 48 so as to reclassify property from the Planned Community (P -C) District to the Open Space (O -S) and Unclassified (U) Districts; AND D. Revised Development Affeemen[ No. 4 C - 2J023 �i» Request to repeal Ordinance No. 91 -46 and adopt Revised Devel- opment Agreement No. 4 between The Irvine Company and the City of Newport Beach for the Library Exchange Agreement. Local Coastal Program Amendment No. 26 would rescind Resolution No. 92 -03, thereby reducing the. office development allocation for the Corporate Plaza West property from 145,000 square-Feet to ;115,000 square feet. , Amendment No.756 would repeal Ordinance No. 91-47, which adopted P -C zoning and a Warine-d`CD imunity Development Plan for Corporate Plaza West. If approved, this amendment would restore the zoning for Corporate Plaza West to "Open Space" and "Unclassified". Amendment No. 755 would increase the office entitlement in Civic Plaza Planned Community by30,000 square feet, which would be transferred from Corporate Plaza West. The revised Development Agreement would modify the existing agreement by incorporating the proposed amendment to the Civic Plaza Planned Community Development Plan and reversion of the zoning for the Corporate Plaza West property to "Open Space" and , "Unclassified ". Hold hearing, close hearing; if desired, approve the project as recommended by the .Planning Commission, and: 1. Adopt Resolution No._ rescinding Resolution No. 92-03 and approving Local Coastal Program Amendment No. 26: 2. Adopt Resolution No._ approving Amendment No. 755 to the Civic Plaza Planned Community District. Regulations. 3. Adopt Ordinance No. _ repealing Ordinance No. 9147 for the Corporate Plaza West Planned Community. 4. Adopt Ordinance No. — repealing Ordinance No. 91-46 and approving Revised Development Agreement No. 4 for the Library Exchange Agreement. Bactffound The proposed actions would amend the entitlements approved as part of the Library Exchange Agreement by transferring 30,000 square feet of allowable office development from Corporate Plaza West Planned Community to Civic Plaza Planned Community. This transfer is necessary in order to maintain consistency. with the existing Local Coastal Program Land Use Plan for Corporate Plaza West. Due to conditions unacceptable to the City and The Irvine Company, Local Coastal Program Land Use Plan Amendment No. 24 Ci -:32. 3 and the library Development Agreement were withdrawn froth Coastal Commission consideration on April 9, 1992. On April 13, 1992 the City Council set these items for public hearing and introduced the proposed ordinances. The Planning Commission is scheduled to consider this item at its meeting of April 23, 1991. A copy of the staff report is attached. Staff will provide a verbal report' of the recommendations of the Planning Commission at the City Council hearing.
