HomeMy WebLinkAbout06-26-1995 Item #6• 0k� • June 26, 1995 CITY COUNCIL AGENDA ITEM NO. 6 TO: MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: PUBLIC WORKS DEPARTMENT C _ 2 92-0 (14) SUBJECT: CIOSA PARK PARCELS CONCEPTUAL PLANNING - CONSULTANT AGREEMENT RECOMMENDATION: Authorize the Mayor and City Clerk to execute a consultant agreement for landscape architecture services with the firm of Purkiss•Rose -RSI to provide concept plans for CIOSA open space areas. DISCUSSION: •In 1993 the City of Newport Beach and The Irvine Company executed the Circulation Improvement and Open Space Agreement ( CIOSA) provided for traffic and circulation improvements and future dedication of open space areas to the City in connection with development of The Irvine Company property covered in the agreement. In December 1994 Statements of Qualifications were requested and received from five landscape architectural firms to provide consulting services necessary to prepare plans and contract documents for the Castaways Active and Passive Park sites and planning to prepare concept plans for the remaining CIOSA open space parcels. Subsequently, representatives from these firms were interviewed by a review team consisting of a representative from Public Works, Community Services and an independent project management consultant. The five firms interviewed were as follows: 1. Robert Clark Graves, Inc 2. EPT Landscape Architecture 3. Peridian International Inc. • 4. Nuvis Landscape Architecture and Planning 5. Purkiss•Rose -RSI Criteria used to interview and evaluate the firms included experience, work on similar projects, proposed project team, project perception and approach, and general overall impression. On the basis of this criteria and experience with similar projects, the review team selected Purkiss•Rose -RSI as the recommended firm. 0 0 SUBJECT: CIOSA PARK PARCELS CONCEPTUAL PLANNING June 26, 1995 Page 2 On February 13, 1995, the City Council approved City Staffs recommendation to award a professional services agreement with Purkiss•Rose -RSI to complete concept planning and prepare plans and contract documents for the Upper Castaways site. At this time, staff is recommending Purkiss•Rose -RSI to provide services associated with conceptual planning of the following CIOSA parcels: 1. Newport Village 2. Bayview Landing 3. Freeway Reservation The proposed Professional Services Agreement with Purkiss•Rose -RSI provides for a comprehensive set of tasks necessary to develop conceptual plans and studies for these three sites. These efforts will include workshops and neighborhood meetings to obtain input from the local community. The agreement provides a total "not -to- exceed" fee amount of $37,000. If approved, Purkiss•Rose -RSI will be immediately authorized to begin • work. on Webb Public Works Director EB:so 0
