HomeMy WebLinkAbout1488 - RECOMMEND TO APPROVE GPA_LAND USE ELEMENT _NEWPORT PLACE PC5d RESOLUTION NO. 1488 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF NEWPORT BEACH RECOMMENDING TO THE CITY COUNCIL APPROVAL OF AN AMENDMENT TO THE LAND USE ELEMENT OF THE NEWPORT BEACH GENERAL PLAN TO CHANGE THE LAND USE DESIGNATION FROM INDUSTRIAL TO HOTEL, AND, AUTO CENTER TO PROFESSIONAL AND BUSINESS OFFICE, AND INCREASE THE ALLOWED DEVELOPMENT IN THE NEWPORT PLACE PLANNED COMMUNITY [General Plan Amendment No. 98 -1(C)j WHEREAS, as part of the development and implementation of the Newport Beach General Plan the Land Use Element has been prepared; and WHEREAS, it has been determined that the proposed development is consistent with General Plan Policy B, since the proposed increase in office development will not result in significant changes to the long range traffic service levels with the contribution to an identified improvement; and WHEREAS, it has been determined that the proposed development is consistent with General Plan Policy C, since adequate on -site parking is provided for the proposed uses, and WHEREAS, it has been determined that the proposed development is consistent with General Plan Policy D, since the location of the new structure will not adversely affect public views nor will it impact environmentally sensitive habitat; and WHEREAS, it has been determined that the proposed development is consistent with General Plan Policy L, because additional office space is supportive of the prosperity of the Newport Place area; and WHEREAS, on December 10, 1998, the Planning Commission of the City of Newport Beach conducted a public hearing regarding General Plan Amendment 98 -1 (C) at which time this amendment to the Land Use Element was discussed and determined to be consistent with the goals of the Newport Beach General Plan; and WHEREAS, pursuant to the California Environmental Quality Act, an Initial Study has been prepared for the project. Based upon information contained in the Initial Study, it has been determined that, if proposed mitigation measures are incorporated, the project would J not have a significant effect on the environment. A Negative Declaration has been prepared and accepted by the City of Newport Beach in connection with the applications. NOW, THEREFORE, BE IT RESOLVED, that the Planning Commission of the City of Newport Beach does hereby recommend that the City Council of the City of Newport Beach amend the Land Use Element, Statistical Area L4 (NP Blk I) Block I, and the Estimated Growth for Statistical Area L4 Table of the General Plan to read as follows: Airport Area (Statistical Area L4� 2 -8. NP Block L Block I is bounded by Spruce Street, Quail Street, Dove Street and Bristol Street North. The site is designated for Retail and Service Commercial land uses and is allocated 378,713 sq. ft. and 304 hotel rooms.
