Attached is the Committee staff report outlining the proposed changes. RECOMMENDATION • Adopt resolution No. 98- amending Resolution No. 94-67 changing the committee composition and expanding its duties, and rescinding Resolution No. 94-67. • If desired, confirm the following nominations: (District 1) Council Member Hedges' appointment of and (alternate). (District 2) Council Member Debay's appointment of and (alternate). (District 3) Council Member Glover's appointment of and (alternate). (District 4) Mayor Edwards' appointment of and (alternate). (District 5) Council Member Noyes' appointment of and (alternate). (District 6) Mayor Pro Tem O'Neil's appointment of and (alternate). (District 7) Council Member Thomson's appointment of and (alternate). Agenda Item 4 CITY OF NEWPORT BEACH OFFICE OF THE CITY MANAGER DATE: January 23, 1998 TO: City Council Legislative Committee FROM: Peggy Ducey, Deputy City Manager SUBJECT: Restructuring of Aviation Committee BACKGROUND On December 11, 1996, the Orange County Board of Supervisors, acting as the Local Redevelopment Authority (LRA) adopted a Community Reuse Plan for MCAS El Toro. The Plan includes a commercial airport, a habitat reserve, aviation -compatible institutional and educational uses, research and light industrial areas, commercial and office uses, and the necessary transportation and infrastructure to support the proposed development. The LRA also directed the Chief Executive Officer to initiate the next level of planning and prepare an Airport System Master Plan, consistent with the Community Reuse Plan. This next level of planning has progressed over the past year, and a number of major activities and milestones are expected between now and the final submission of the Plan to the LRA and the Department of Defense in 1999. With a number of key milestones ahead, the City's active involvement in this planning process will continue to be important. To better respond to the planning process, it is recommended that the Aviation Committee be restructured. The proposed changes are to revise the membership from five representatives from City homeowner associations to seven members, each appointed by the seven Councilmembers. The duties have also be rewritten from the current Resolution to include involvement in the El Toro reuse planning process. RECOMMENDATION Recommend approval to the City Council for the restructuring of the Aviation Committee.
