Several deficiencies have been noted and, as indicated on the attached correspondence, some improvements are warranted. RECOMMENDATION: The Aviation Committee, at their meeting of September 29, 1988, recommended to the City Council that correspondence from the City be sent to the airport requesting such improvements. K-101 3151 Airway Avenue Costa Mesa, CA 92626 Subject: Improvements to Noise Abatement System Dear Mr. Rabella: The City Council, upon recommendation from the City's Aviation Committee, has asked that I bring to your attention some suggestions to improve the Noise Abatement System at John Wayne Airport. Let me first make clear that the City recognizes the out- standing quality of the Noise Abatement System at John Wayne Airport. The City appreciates the time, money and energy which goes into the system and, the City recognizes the system as one of the best in the nation. However, as with just about everything, improvements are possible. Aircraft noise from John Wayne Airport lately has come under increasing scrutiny from residents within the City. Reasons for the heightened awareness of aircraft noise are uncertain, but undeniably present. During the review of this situation, the Aviation Committee has reviewed the workings of the Noise Abatement System and offers the following suggestions for improvement: 1. Quarterly Noise Abatement Reports should be timely prepared and disseminated. As of this date, the last available report is for the third quarter of 1987. The City recognizes the peculiarities associated with last year's report and recognizes that this situation has never occurred in the past, but nevertheless request that such delays not occur in the future. Notices of violation of noise standards and deviation from the flight track should be received by the airlines within one day of the occurrence. Apparently such notices arrive two to four weeks after the event. The Aviation Committee believes that timely receipt of such notices will enhance compliance. 3. The County has been conducting a test of the noise consequences of heavy -weight aircraft. Some members of the community indicate that these aircraft are responsible for increased noise. Information on the test has been sketchy and a complete status report would be helpful. 4. Both the Aviation Committee and the County realize that the Noise Abatement Computer System, including both hardware and software, is outdated and somewhat overloaded. The addition of new airlines, the intro- duction of new aircraft, and the variability between aircraft types and noise classes has put heavy demands on the existing computer system. The City asks that the County move forward as quickly as possible with the necessary budgeting and acquisition of an updated system. The settlement agreement is nearing three years of age and its continued success will depend on the continued cooperation between the County and the City. The respective staffs have developed an effective working relationship. If the City can be at all helpful in implementing the above suggestions, please do not hesitate to call upon us. _A
