HomeMy WebLinkAboutF-9c - Noise Abatement StudyC-'-.y Council Meeting A_ .nda Item No. F-9- (c) CITY OF NEWPORT BEACH OFFICE OF THE CITY MANAGER OCTOBER 10, 1988 TO: MAYOR AND CITY COUNCIL FROM: EXECUTIVE ASSISTANT SUBJECT: NOISE ABATEMENT STUDY BY THE CITY COUNCIL CITY OF NEWPORT BEACH OCT 10 1988 ACTION: If desired, authorize City Manager to Retain the Firm of Mestre/Greve Associates to Study Alternatives to the Current Noise Abatement Departure Profile at John Wayne Airport BACKGROUND: During the past year, the Aviation Committee has reviewed requests by the residents of Balboa Island to change the flight track of departing aircraft. Review and analysis has revealed that flight track changes are impractical and that other alternatives to reduce the noise impact on Balboa Island may be available. One such alternative includes alterations to the take -off profile of departing aircraft. The current steep climb and subsequent power cutback may result in more noise over Balboa Island with no corresponding noise benefit in the Upper Bay. New technology aircraft and land -use conversion in Santa Ana Heights may have made the current procedure obsolete. RECOMMENDATION: The Aviation Committee has reviewed a proposal by Mestre/Greve Associates to study the noise consequences of various aircraft departure profiles. The Aviation Committee recommends that such a study be undertaken. The cost of the study will be less than $10,000 and sufficient funds are available in the Airport Growth Control Fund. KENNETH J.
