DISCUSSION: Attached is a letter from Mr. and Mrs. Terry McKelvey, requesting that the City purchase their property that fronts on Balboa Boulevard between 34th Street and 35th Street. The property is composed of the rear 30 feet of three lots fronting on 34th Street. See the attached sketch. They have asked that their whole lot be purchased. The. widening of Balboa Boulevard will require the front 25 feet of the McKelvey lot. The remaining parcel would be 30 feet by 50 feet (1,500 square feet). This parcel could support a small single family residence. If the City were to purchase the entire parcel, the existing struc- tures could be removed and the remainder parcel sold. If the City were to purchase only the 25 feet needed for the widening, the price would include the land value of the portion taken, as well as severance damages to reimburse the owners for the removal of their house as well as for the reduced size of the lot. The appraisal of the property will cover both cases mentioned above and will cost $2,500 to $3,000. The appraisal fee,, as well as the purchase price, will be funded from the budgeted Gas Tax Project for the acquisition of property for street widening purposes. Benjamin B. Since the city has purchased the 2 lots sitting on each side of our home we feel it necessary that the city buys our lot also. Demolishing the real estate place next to our home on the corner of Balboa and 35th st. has created some hardship for us in that we don't have any privacy anymore and our plants are being damage by the westerly winds. Please let us know what do .we need to do next as we are no longer confortable or at ease in our home now and are certain that.a sale to the city of Newport Beach is our only reasonable. solution to the problems. We will want the city to buy the entire lot. Our lot is 30ft on Balboa Blvrd and 75 ft. deep. We will appreciate. your assistanceon this as soon as possible. Sincerely, c47 C. Mr..BMr .
