BY THE CITY COUNCIL CITY OF NEWPORT BEACH MAY 141984 Adopt Resolution No. in support of the implementation of the Carrier Alert Program. nicriiccinn- The Orange County Area Agency on Aging and the National Association of Letter Carriers co-sponsor and support the Carrier Alert Program in Orange County. This program serves as an alert mechanism to help handicapped and elderly individuals, mostly ones living alone, who may suffer an illness or accident in the home and cannot communicate their need for help. OASIS Center and Friends of OASIS would like to assist with the implementation of this important program for the Corona del Mar and Newport Beach elderly. Nationally, Carrier Alert has been endorsed by President Reagan and locally by the County Board of Supervisors (Resolution No. 82-1889). The process to implement is: 1. Obtain City Council Resolution. 2. Announce to our members and the media that we are starting this program. 3. Our Outreach Coordinator would obtain names of the homebound who would like to participate. Each would fill out a card with his/her name and the names and telephone numbers of two relatives or friends. 4. OASIS would give a list and update it, when necessary, to the Corona del Mar or Newport Post Office of those participating. 5. The letter carriers would put a sticker inside those people's mail boxes. 6. Should mail pile up, the letter carrier would notify his superior, who would call OASIS. OASIS would call one of those names on the participant's card to check on the person. The Friends of OASIS and the Parks, Beaches and Recreation Commission at their meeting of May 1, 1984 have supported this Carrier Alert Program. Ronald A. Whitley RESOLUTION NO. 8 4 - 4 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH SUPPORTING IMPLEMENTATION OF A CARRIER ALERT PROGRAM FOR THE HANDICAPPED AND ELDERLY LIVING ALONE WHEREAS, The Orange County area Agency on Aging and The National Association of Letter Carriers co-sponsor and support the Carrier Alert Program in Orange county; and WHEREAS, this program serves as an alert mechanism to help handicapped and elderly individuals living alone who may suffer an illness or accident in the home and cannot communicate their need for help; and WHEREAS, the program is designed so that when a letter carrier notices that something is amiss or unusual at a home along his mail delivery route, he will begin a chain of actions designed to help those citizens who are registered therewith and desirous of such help. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Newport Beach supports the implementation of this Carrier Alert Program in cooperation with its Oasis Senior Citizens' Center.
