HomeMy WebLinkAboutRequest of Costa Mesa for City of Newport Beach to Provide Street Right-Of-Way Over City's Disposal Area Near 19th Street and WhittierTO: CITY COUNCIL FROM: City Manager and Public Works Director liV Jti i.. i : ` 5-(ec SUBJECT: REQUEST OF COSTA MESA FOR CITY OF NEWPORT BEACH TO PROVIDE STREET RIGHT —OF -WAY OVER CITY'S DISPOSAL AREA NEAR 18TH STREET AND WHITTIER The City of Costa Mesa has verbally proposed that the City of Newport Beach make available a right -of -way for street purposes over the subject property and improve same in order to provide a connection between west 19th Street in Costa Mesa, and Victoria Street at a point easterly of Brookhurs't in Costa Mesa. It is proposed that the right -of -way be 80' in width and that it eventually be improved to a 64' width. No estimates of cost for the improvement have been made. The right -of -way as proposed, is shown on a map on file in the office of the City Engineer. The alignment as proposed appears to be reasonable for future develop- ment of the subject property. The Planning Commission has reviewed the plan and has indicated its approval. The proposal also included a provision to provide a public right -of -way from 19th Street northerly along the easterly side of the subject property to provide access to the property of R. W. McClellan and Son. The McClellan property lies be- tween the City property and the Republic subdivision in Costa Mesa. The improvement of the right -of -way in the latter proposal would be done in accordance with City of Newport Beach requirements and the cost would be borne by McClellan. RECOMMENDATION: It is recommended that the proposal of the City of Costa Mesa be approved insofar as the alignment of rights -of -way is concerned, but that no commitment as to payment for the improvements be made at this time. The proposal of Costa Mesa would undoubtedly be of benefit to the subject property in that it would make adequate ingress and egress to the site possible, DONALD C. SIMPSON Donald C. The Council did not approve the exact alignment as shown on the plan, on the basis that further engineering prior to construction might result in some change. The Council further made no commitment concerning the cost of any portion of the proposed improvement. In connection with the proposed .right -of -way paralleling the easterly boundary of the disposal site property. the Council approved the plan provided the improvement of the street is accomplished at no cost to the City and in compliance with the requirements of our Public Works Department.
