SUBJECT: WATER SERVICE TO 40 ACRE DISPOSAL SITE LOCATED AT 19th STREET
AND WHITTIER AVENUE
RECOMMENDATION:
1. Direct staff to have plans and specifications prepared
for the construction of a 12" water main to serve the
subject property.
2. Approve a budget amendment in the amount of $5,000 to
complete the plans and specifications.
DISCUSSION:
The'City owned parcel located at 19th Street and Whittier Avenue
(see attached sketch) is currently in escrow and is scheduled for develop-
ment by Leadership Homes Systems Inc. To develop this parcel it will now, .
be necessary to provide City water service by installing a 5,000 ft, long
12 inch water line from the City's 16th Street Reservoir Site. The estimated
cost of constructing this line is $60,000.
The parcel is surrounded by the Costa Mesa County Water District.
The District has water distribution facilities in the area and they have in
the past served water to the parcel when it was used by.the City as a dis-
posal area. Because of the availability of District facilities in the area
and to avoid the large capital outlay required to provide City of Newport
Beach service .to the site, the City has requested water service to the site
from the District.
The City's original request for service was approved by the District
Manager, (see attached letter). However, a subsequent request for service
made directly to the Board of the District on November 9, 1972 was not approved.

The reason for denial is that the Board felt that the District and not the
City should be providing water service to "Versailles ". One of the condi-
tions of City approval for Versailles was that water and sewer service be
provided by. the City and as a result the. City is now providing both water
and sewer service.
In an effort to resolve the question of water service to both
Versailles and the City owned parcel on 19th Street a negotiating committee
was formed that included 2 members.of the C.M.C.W.D. Board and the City's
Water Committee. After two scheduled meetings the negotiations broke down
when the C.M.C.W.D. Board notified the City that their Board had voted not
to serve the City owned site and that the City should transfer the existing
water system for Versailles to the District.
Although it will be an expensive undertaking for the City to pro-
vide water service to the 19th Street site and it will result in a duplica-
tion of water .service facilities in the area the City appears to have no
other choice in light of recent actions, by the District's Board if the site
is to be developed as currently planned.
