SUBJECT: MINUTES OF NOVEMBER 27, 1972 MEETING OF THE WATER COMMITTEE
1. Operational Personnel

The staff expressed concern over the large turnover of exper-
ienced operational personnel being experienced in the Water and Sewer Division
this year. It was pointed out that although the W. & S. system is increasing
in size, complexity, and age the ability to maintain and operate the system
is actually less now than it has been in the recent past. It may be necessary
to make some adjustments in job classifications to reverse the trend.
2. 16th Street Reservoir
The staff reviewed the need for a detailed plan to reactivate
the existing water reservoir at an early date. A field trip was taken to the
site to see the existing reservoir, and the property adjoining the reservoir
site being considered for possible purchase. A budget amendment will be sub-
mitted for Council consideration in the near future to start the first phase
of the reactivation work.
3. Water Quality Supervisor Position
The Committee reviewed 3 letters from the State Department' of
Public Health calling the City's attention to the following items:
a. The City's domestic water supply permit requires
a program for the protection of the domestic
water system against backflow. (The City was
again requested to establish a position to carry
out a cross - connection control program.)
b. Section 7016 of the Health and Safety Code now
states that water systems with over 10,000 ser-
vices are required to develop a plan for monitor-
ing the quality of the water served.
c. New H. & S. Codes enacted require operators to
be certified.
The staff reported that it was unsuccessful in the past in
attempting to create a water quality supervisor position. Because of func-
tional needs, increased environmental pressures, and new legislation in the
area of water quality, the position will again be requested in the FY 73 -74
Budget. Based on the information given, the Committee felt that the position
was needed.

4. Capital Improvement Program FY 73 -74
The attached Capital Improvement Program for FY 73 -74 was re-
viewed in detail with the Committee. The staff bxpressed concern over the
large amount of cast iron pipe in the older areas of the City and the need
(1) to maintain a vigorous replacement program and (2) to start a major re-
lining program. The attached program was approved in principle by the Com-
mittee.
S. C.M.W.D. Study and Advisory Committee Meetings
The C.M.W.D.S. & A.C. has reduced the number of meetings to
twice a year. The secretary will attend the meetings and report any new
developments to the Water Committee.
