PROPOSAL ABSTRACT The City of Newport Beach will use the 2023 JAG funds for Whooster for Law Enforcement investigative database accounts and an allotment of open source data searches. The purpose is to enhance the Newport Beach Police Department's ability to investigate and file criminal cases. Whooster search results will provide leads, assist in identifying suspects and parties of interest and assist in locating witnesses and identified suspects. Project activities will be searches conducted through Whooster. Expected outcomes include identification and location of suspects and parties of interest and subsequent follow-up investigation or arrests as appropriate. PROPOSAL NARRATIVE PROJECT OVERVIEW The JAG funding will support the set-up of user accounts and provide search results from the Whooster Law Enforcement Database. Whooster is a law enforcement -access database used to search for identifying and location information on individuals, vehicles and assets involved in criminal cases. PROJECT GOALS AND LOCAL STRATEGIC PLANNING PLAN This project aims to improve and enhance the community's safety by generating investigative leads and through timely identification of witnesses, involved parties and suspects in criminal cases. The Whooster search results can provide investigative leads and aid in identifying and locating individuals involved in complex criminal investigations such as hate crimes, organized hate groups, human trafficking, narcotics trafficking and sex crimes against children. The overall goal of the JAG -funded project is to enhance the abilities of the Newport Beach Police Department to identify and locate criminal suspects, protect victims of crime and safeguard the constitutional rights of all involved parties. DESIGN AND IMPLEMENTATION -PROJECT PLAN FOR COLLECTING DATA The project goals and objectives will be finalized upon the receipt of grant funds and will be specific and achievable. Objectives will be established that clearly demonstrate the effectiveness of the program. These will include 1) Generate a 10% increase in investigative leads compared to the prior 12 months; and 2) Achieve a higher rate of arrests (incident -to -arrest ratio) in hate crimes, sex crimes against children and narcotics trafficking cases. 1 I Page Attachment A JAG Jurisdictional Projects by Individual City O-BJA-2023-171790 2023 Edward Byrne Memorial Justice Assistance Grant Program CFDA# 16.738 BUDGET DETAIL AND NARRATIVE EXPLAINING ALL COSTS Whooster for Law Enforcement has two main costs: 1) One -Time Account Set -Up Fees and 2) Search Credits. The NBPD will set up 25 user accounts and purchase 6,500 search credits. That number of search credits should provide approximately one year worth of searches. Participants Participants hereto acknowledge the County of Orange as lead fiscal agent in charge of programmatic oversight and administration of funds and compliance over all eligible participant law enforcement agencies, hereinafter referred to individually as "Party" and jointly as "the Parties." U. Purpose The purpose of this Memorandum of Understanding (MOU) is to support of the objectives of the Office of Justice Programs, expressly those identified as Priority Purpose Areas (PPAs) for the term of this award. iii. Program Overview and Description of Proeect(s) The Edward Byrne Memorial Justice Assistance Grant Program (JAG) allows states and local government units, including tribes, to support various criminal justice -related activities based on their state and local needs and conditions. Equipment purchases or funded initiatives such as overtime, task forces, drug programs, information sharing, etc., will reduce crime and enhance public/officer safety. The JAG Program provides states, territories, tribes, and local governments with critical funding necessary to support a range of program areas, including technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice, including for any one or more of the following purpose areas: 1. Law enforcement programs; 2. Prosecution and court programs; 3. Prevention and education programs; 4. Corrections and community corrections, including reentry; 5. Drug treatment and enforcement programs; 6. Planning, evaluation, and technology improvement programs; 7. Crime victim and witness programs (other than compensation); 8. JAG funding will support criminal justice initiatives under one or more allowable program areas above. This award is subject to all terms and conditions of the grant and administrative and financial requirements, including the timely submission of all financial and programmatic reports, resolution of all interim audit findings, and the maintenance of a minimum level of cash on hand. Should you not adhere to these requirements, you will violate the terms of this agreement, and the award will be subject to termination for cause or other administrative action as appropriate.
