Effective May 2013
1. Purpose
The purpose of this document is to provide a guideline for responses in the Mutual "Threat
Zone (MTZ). The MTZ is defined as a geographical area between two or more
jurisdictions, into which those agencies would respond emergency resources. This
guideline will streamline the dispatch of resources by creating an agreed-upon MTZ
response map with pre -identified fire districts, an MTZ Fire Station Order (FSO), and a
pre -identified Central Ordering Point (COP). This guideline will also stress the
importance of Unified Command and interoperable communications by having a Chief
Officer (CO) from each agency dispatched in the pre -identified MTZ response district,
using the pre -identified communications plan.
It. Rules of Engagement
The following rules of engagement have been agreed to by the Cities of Newport Beach,
Laguna Beach and the Orange County Fire Authority for remote rescues in the MTZ.
The jurisdictional Incident Commander (IC) has the option to activate the MTZ plan or
choose to manage the incident without activating the plan. If the IC activates the MTZ
plan then the criteria listed below shall be utilized.
1. The attached MTZ response map, with pre -identified districts, will become the basis
for dispatching an MTZ response.
2. The agreed-upon MTZ FSO will be based on "Closest Unit(s)" or "Specialty Unit(s)."
3. During initial "Remote Rescue" dispatches; NPB, LAB and/or OCFA will maintain
dispatch responsibilities and dispatch "closest" resources according to MTZ FSO or
"AVL based dispatch system" and jurisdictional policy.
4. During "Remote Rescue" dispatches requiring an ORC helicopter and an ORC
technical truck; Metro Net or LAB Dispatch will forward incident to OCFA ECC to
function as incident dispatch center and COP. The "closest" resources will be
dispatched according to MTZ FSO or "AVL based dispatch system" and
jurisdictional policy.
5. OCFA ECC will become the COP for incidents within the MTZ.
6. The MTZ response will include one CO from each agency. The CO's are to meet at
the incident and discuss the need for a Unified Incident Command (UIC). If it is
agreed that a Unified IC is required, the CO's will unify early and develop
operational objectives.
1
7. This agreement is to serve as an attachment to the current Auto Aid Agreements in
place by the respective agencies.
8. Automatic Aid shall be perfonnued for no compensation on staffed fire apparatus
including Engines, Medic units and Patrols. Unless reciprocal, this does not include
identified "Specialty Units" including: Helicopters & Heavy/Medium Rescue units.
9. The Agency with jurisdiction over the Automatic Aid area receiving services shall
compensate the Agency providing the services for all specialized services and
equipment listed: Helicopters & Heavy/Medium Rescue units.
10. Such compensation shall be at the approved Assistance -by -Hire (ABH) rate.
11. The two agency Operations Chiefs or designee will meet on an annual basis, or
sooner if required, to ensure this guideline is current and operating effectively.

t. Purpose
The purpose of this document is to provide a guideline for responses in the Mutual Threat Zone
(MTZ). The MTZ is defined as a geographical area between two or more jurisdictions, into
which those agencies would respond on initial attack. This guideline will streamline the dispatch
of resources by creating an agreed-upon MTZ response map with pre -identified fire districts, a
MTZ Fire Station Order (FSO), and a pre -identified Central Ordering Point (COP). This
guideline will also stress the importance of Unified Command and interoperable communications
by having a Chief Officer (CO) from each agency dispatched in the pre -identified MTZ response
district, using the pre -identified communications plan.
11. Rules of Engagement
The following rules of engagement have been agreed to by the Cities of Newport Beach, Laguna
Beach and the Orange County Fire Authority for vegetation fires in the MTZ.
1. The attached MTZ response map, with pre -identified districts, will become the basis
for dispatching a MTZ response.
2. The agreed-upon MTZ FSO will be based on "closest unit(s)" or "specialty unit(s)".
3. The MTZ response will be implemented for reported vegetation fires in the watershed
within the MTZ districts. Once the call -taker enters the information into the CAD
and it is determined to be a MTZ response, a single response based on the agreed-
upon MTZ FSO will be dispatched, including a CO from each agency by OCFA ECC
(Emergency Command Center). If Metro Net or Laguna Beach Police/Fire Dispatch
is the original call taker, the incident will be forwarded to OCFA ECC for dispatch
(OCFA ECC will be the single -dispatching agency for vehicle and vegetation fires in
the MTZ).
4. OCFA ECC will become the Central Ordering Point for responses within the MTZ.
5. All dispatch centers will follow the Pre -Fire Plan for Newport/Laguna Coast as a
guideline for ECC notifications.
6. Once the MTZ response is sent to OCFA for dispatch, Metro Net will notify NPB
"overhead" and Laguna Police/Fire Dispatch Center will notify LAB "overhead" of
the MTZ response (per respective agency procedure).
7. The MTZ response will include one CO from each agency. The COs are to meet at
the incident and discuss the need for a Unified Incident Command (IC). If it is agreed
that a Unified IC is required, the COs will unify early and develop suppression
objectives. (As a reminder there are pre -fire attack plans for Newport Beach, Laguna
Beach and OCFA) There may be incidents that require unified command along with
assigning structure -protection branches. The jurisdictional CO may elect to manage
the branch and wait to unify command until jurisdictional overhead arrive.
8. Once the fire is declared "under control"; NPB, LAB and ORC will meet and discuss
cost apportionment.
9. The respective agency's Operations Chiefs will meet on an annual basis, or sooner if
required, to ensure this guideline is current and operating effectively.
