RECOMMENDATION:
AWARD CONTRACT NO. 2369 TO RYCO CONSTRUCTION, INC. FOR $32,800, AND
AUTHORIZE THE MAYOR AND CITY CLERK TO EXECUTE THE CONTRACT.
DISCUSSION:
At the meeting of June 13, 1983, the City Council continued this
item to permit further review of tree removals from Balboa Boulevard Medians.
On June 17, staff representatives met onsite with Mr. Sam Osadche,
3609 W. Balboa Boulevard,to discuss the project, and to consider possible
modifications. It was proposed that a single palm tree shall remain in the
end of medians where no street light standard exists. This concept provides
for 1) retention of much needed landscaping along the boulevard, 2) a reason-
able improvement in line -of -sight for traffic safety, and 3) an improvement in
intersection lighting.
The low bidder, Ryco Construction, Inc, is prepared to perform the
contract at net savings to the City since fewer palm trees will be relocated.
A copy of the previous memo on the project dated June 13, 1983 is
attached for additional information.

Award Contract No. 2369 to Ryco Construction, Inc. for $32,800.00,
and authorize the Mayor and the City Clerk to execute the contract.
DISCUSSION:
At 11:00 A.M. on June 1, 1983, the City Clerk opened and read the
following bids for this project:

Low Ryco Construction, Inc. $32,800.00
2 Impact Construction, Inc. 37,876.00
3 Mathis Construction, Inc. 41,650.00
4 Gillespie Construction 47,300.00
The low bid is 27% below the Engineer's estimate of $45,000.00.
Sufficient funds are provided in the current budget under Account No.
02- 3397 -25.
This project provides for improving sight distance along Balboa
Boulevard from 33rd Street to 44th Street by relocating some thirty-six palm
trees from the median islands to new locations in the West Newport Park. The
median islands will be cleared of the remaining shrubbery and paved with as-
phaltic concrete.
Ryco Construction, Inc. has not performed work in the City; however, a
check of his references reveals that he has satisfactorily completed similar
work for the City of Los Angeles.

RECOMMENDATION:
Authorize the City Clerk to readvertise Contract 2369 for bids
to be opened at 11:00 on June 1, 1983.
DISCUSSION:
This project provides for improving sight distance along
Balboa Boulevard from 33rd Street to 44th Street by relocating some
thirty -six palm trees from the median islands to new locations in the
West Newport Park. The median islands are to be cleared of the remain-
ing shrubbery and paved with asphaltic concrete.
At 11:00 A.M. on April 14, 1983, the City Clerk was to open
bids for the project (see attached City Council Agenda Item F -18). No
bids were received.
Staff has contacted potential bidders to determine why the
bid was nonresponsive. The potential bidders listed many diverse reasons
for not bidding, and some indicated that they would bid if the City was to
readvertise.
Because of summertime beach congestion, staff has modified the
contract such that work may not commence until school begins this fall.
Also, the bid preparation period has been lengthened so that staff will
he adequate follow -up time to contact potential bidders.

1. Accept the Negative Declaration of Environmental Impact.
2. Approve the plans and specifications.
3. Authorize the City Clerk to advertise for bids to be opened
at 11:00 A.M. on April 14, 1983.
DISCUSSION:
This project provides for improving sight distance along Balboa
Boulevard from 33rd Street to 44th Street by relocating some thirty -six palm
trees from the median islands to new locations in the West Newport Park. The
median islands will be cleared of the remaining shrubbery and paved with as-
phaltic concrete.
The project has been reviewed with representatives of the West Newport
Beach Association and other interested parties. An Environmental Impact -
Negative Declaration has been prepared, and approved by the Environmental
Affairs Committee. As a miscellaneous safety project, the work is exempt from
Coastal Development Permit requirements per Section II A(15) of the "Interpre-
tive Guidelines on Exclusions from Permit Requirements" issued by the
California Coastal Commission.
Plans and specifications have been prepared by the Public Works
Department. The estimated cost is $45,000. An appropriation of $37,500 is
included for the work in the current budget under Account No. 02- 3397 -256.
If necessary, a budget amendment transferring funds will be'prepared for
Council consideration after bids are received. The estimated date of com-
pletion is June 17.
