HomeMy WebLinkAbout1404 - Off-Street Parking StandardsORDINANCE NO. 14 0 4 • AN ORDINANCE OF THE CITY OF NEWPORT BEACH ADDING SECTIONS 20.02.182, 20.02.184 AND 20.38.035, AND AMENDING SECTIONS 20.38.030 AND 20.40.030 OF THE NEWPORT BEACH MUNICIPAL CODE TO REVISE OFF- STREET PARKING STANDARDS FOR OFFICE AND COMMERCIAL BUILDINGS The City Council of the City of Newport Beach DOES ORDAIN as follows: SECTION 1. .Section 20.02.182 is added to the Newport Beach Municipal Code to read: "20.02.182 Floor Area, Gross. 'Gross Floor Area' is the area included within the surrounding exterior walls of a building or portion thereof, exclusive of vent shafts and courts. The floor area of a building, or portion thereof, not provided with surrounding exterior walls shall be the usable area under the horizontal projection of the roof or . floor above." SECTION 2. .Section 20.02.184 is added to the Newport Beach Municipal Code to read: "20.02.184 Floor Area, Net. 'Net Floor Area' is the area included within the surrounding walls of a building, exclusive of vent shafts, elevator shafts, stairways, exterior corridors or balconies, rooms containing only mechanical and electrical equipment used for service of the building, utility shafts and parking." SECTION 3. Code is amended to read: "20.38.030 Off - Street Parking Required -- Schedule. Off - street parking on the building site, or with City Council • approval upon recommendation of the Planning Commission, on a separate lot from the building site or sites, shall be required -1- in all districts with which the ' - -H' District is combined, • according to the following formula: (a) Retail Stores: One parking space for each 250 square feet of gross floor area, and one loading space for each 1,000 square feet of gross floor area. (b) Office Buildings (except where any portion is used as a medical or dental office): One parking space for each 250 square feet of net floor area, except as provided in Section 20.38.035. (c) wholesale and Industry: One parking space for each 2,000 square feet of gross floor area and one loading space for each 10,000 square feet of gross floor area, but in no event shall there be less than 10 parking spaces for each such establishment. (d) Restaurants: One parking space for each three • seats. (e) Public Assembly: One parking space for each five seats. (f) Theaters: One parking space for each five seats. (g) Hotels: One parking space for each two guest rooms. (h) Hospitals: One parking space for each bed, and in addition one parking space for each resident doctor and one for each employee. (i) Clinics: One parking space for each 250 square feet of gross floor area, plus one additional space for each doctor and one for each employee. (j) Motels: One parking space for each guest unit. (k) Medical and Dental Office Buildings: One parking space for each 250 square feet of gross floor area." -2- SECTION 4. Section.20.38.035 is added to the Newport • Beach Municipal Code to read: 1120.38.035 Parking Requirement for Office Buildings Based on Size of Parking Pool. The parking requirement for office buildings, as specified in Section 20.38.030(b), may be modified in accordance with the following schedule: Parking Pool Requirement 1 to 500 spaces 1 space for each 250 square feet of net floor area. 501 to 1500 spaces 1 space for each 250 square feet of net floor area for the first 500 spaces, then 1 space for each 300 square feet of net floor area for each additional space. 1501 spaces and over 1 space for each net floor area spaces, then 1 square feet of additional spa 285 square feet of for the first 1500 space for each 350 net floor area for each :e. I. • SECTION 5. Section 20.40.030 of the Newport Beach Municipal. Code is amended to read: "20.40.030 Off - Street Parking Required -- Schedule. Off- street parking, on the building site, or on a separate lot from the building site or sites with City Council approval on recommendation of the Planning Commission, shall be required in all districts with which the ' - -Z' District is combined, according to the following formula: (a) Retail and Wholesale Stores: One parking space for each 350 square feet of gross floor area, and one loading space for each 10,000 square feet of gross floor area. (b) Office Buildings (except where any portion is used as a medical or dental office): One parking space for each 350 square feet of net floor area. This ordinance shall be published once in the official newspaper of the City, and the same shall be effective 30 days after the date of its adoption.
