The City Council of the City of Newport Beach DOES
ORDAIN as follows:
SECTION 1. Section 2.12.010 of the Newport Beach
Municipal Code is amended to read as follows:
"2.12.010 Departments Designated. The administra-
tive service of the City is divided into the following

DEVELOPMENT DEPARTMENT;.REENACTING SECTION -
2.12.030 CREATING THE PLANNING DEPARTMENT
AND DEFINING THE FUNCTIONS THEREOF; ADDING
SECTION 2.12.035 CREATING THE BUILDING
DEPARTMENT AND DEFINING THE FUNCTIONS THERE-
OF; AND REPEALING SECTION 2.12.130
The City Council of the City of Newport Beach DOES
ORDAIN as follows:
SECTION 1. Section 2.12.010 of the Newport Beach
Municipal Code is amended to read as follows:
"2.12.010 Departments Designated. The administra-
tive service of the City is divided into the following

SECTION 3. Section 2.12.030 is hereby added to the
Newport Beach Municipal Code to read as follows:
"2.12.030 Planning Department. The Planning Depart-
ment shall be under the supervision of the Planning
• Director. The term 'Community Development Director' as
found in Title 20 of the Newport Beach Municipal Code
departments:
Building Department
Finance Department
Fire Department
General Services Department
Library Department
Marine Department
Parks, Beaches and Recreation Department
Planning Department
Police Department
Public Works Department."
Utilities Department."
SECTION 2. Section 2.12.030 of the Newport Beach
Municipal Code is repealed.
SECTION 3. Section 2.12.030 is hereby added to the
Newport Beach Municipal Code to read as follows:
"2.12.030 Planning Department. The Planning Depart-
ment shall be under the supervision of the Planning
• Director. The term 'Community Development Director' as
found in Title 20 of the Newport Beach Municipal Code

shall be deemed hereafter to refer to the Planning
Director. The functions of the Planning Department
shall include:
(a) Administration and enforcement of the pro-
visions of this Code relating to planning,
zoning and subdivisions, and advising and
assisting the Planning Commission in such
administration vested in that Commission;
(b) Preparation.and presentation-of reports to
the City Council and the Planning Commission
on various aspects of City planning;
(c) Preparation and maintenance of the General
Plan;
(d) Advising the public on zoning and planning
matters;
(e) Receipt and processing subdivision maps."
SECTION 4. Section 2.12.035 is hereby added to the
Newport Beach Municipal Code to read as follows:
"2.12.035 Building Department. The Building
Department shall be under the supervision of the Building
Director. The functions of the Building Department
shall include:
(a) Administration and enforcement of the
building, electrical, plumbing and mechanical
codes, including grading and swimming pool
regulations;
(b) Administration and enforcement of State regu-
-lations governing energy conservation and
sound transmission."
SECTION 5. Section 2.12.130 of the Newport Beach
Municipal Code is hereby repealed.
SECTION 6. This ordinance shall be published once in
the official newspaper of the City, and the same shall be
effective thirty (30) days after the date of its adoption.
This ordinance was introduced at a regular meeting of
the City Council of the City of Newport Beach held on the 23rd

day of October, 1979, and was adopted on the 12th_ day of
November 1979, by the following vote, to wit:
AYES, COUNCILMEN Williams, Ryckoff,
Hart, Hummel, McInnis and Strauss.
NOES, COUNCILMEN None
ABSENT COUNCILMEN Heather
