HomeMy WebLinkAbout91-37 - Changing and Redefining the Boundaries of the Councilmanic Districts within the CityNO. 91- 37 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH CHANGING AND REDEFINING THE BOUNDARIES OF THE COUNCILMANIC DISTRICTS WITHIN THE CITY. •WHEREAS, Section 1005 of the City Charter provides that the City Council shall, beginning in 1959 and each forth year thereafter, appoint a Committee to report to the City Council on the advisability of redistricting the City; and WHEREAS, the City Council, in 1991, appointed the Ad Hoc Redistricting Committee; and WHEREAS, the City Council has reviewed and considered the report and recommendation submitted by the Ad Hoc Redistricting Committee and has determined that the recommendations of that Committee, with minor changes, should be implemented by ordinance; and • WHEREAS the City Council has also determined that the recommendations for redistricting made by the Committee are necessary and desirable at this time to provide a fair representation on the City Council and that the boundaries of the districts proposed by the Committee, as nearly as practicable, constitute natural areas of contiguous and compact territory; and NOW, THEREFORE, the City Council of the City of Newport Beach does ordain as follows: SECTION 1: The seven councilmanic districts of the City of Newport Beach shall encompass all of that portion of the City of Newport Beach as depicted on a map attached hereto and marked Exhibit "A" and as described in a legal description, attached as Exhibit "B ", both of which are incorporated herein by this reference. 1 SECTION 2: By the enactment of this Ordinance, it is the intention of the City Council that the district numbers and boundaries as set forth herein shall replace and supersede all prior district numbers and boundaries as originally established by the City Charter and as subsequently modified by ordinance. • SECTION 3: By enactment of this Ordinance, it is the intention of the City Council to equalize the population within districts to insure fair representation on the City Council while, at the same time, insuring that districts, as nearly as practicable, constitute natural areas of contiguous and compact territory. SECTION 4: This Ordinance shall be published once in the official newspaper of the City, and the same shall be effective 30 days after the date of its adoption. This Ordinance was introduced at a regular meeting of the City Council of the City of Newport Beach held on the 9th day of • September , 1991, and adopted on the 23rd day of September , 1991, by the following vote, to -wit: AYES, COUNCILMEMBERS HEDGES, WATT, SANSONE COX NOES, COUNCILMEMBERS NONE ABSENT COUNCILMEMBERS TURNER, HART, PLUMMER MAYOR • ATTEST: CITY CLERK 3 ' 1: EXHIBIT "B" SECTION 1. The First District shall include all that portion of the City included within the following described boundary line, to wit: Beginning at the intersection of the mean high tide line of the Pacific Ocean • and the southwesterly prolongation of 36th Street; thence northeasterly along said prolongation and along 36th Street to the centerline of the Rivo Alto; thence continuing northwesterly along said centerline of the Rivo Alto to the centerline of the Rialto; thence northeasterly along said centerline of the Rialto to the centerline of the channel running between Newport Island and Balboa Coves, which was formerly a channel of the Santa Ana River, hereinafter referred to as "Channel;" thence northeasterly along the center line of Channel to Newport Boulevard; thence northerly along Newport Boulevard to the Pacific Coast Highway; thence southerly to the centerline of the West Lido Channel; thence continuing along said centerline of the West Lido Channel to the centerline of the Lido Channel; thence southeasterly along the centerline of the Lido Channel and along the centerline of the Main Channel to the Harbor entrance; thence southerly along the centerline of the Harbor entrance to the mean high tide line of the Pacific Ocean; thence northwesterly along the mean high tide line to the point of beginning. SECTION 2. The Second District shall include all that portion of the City included within the following described boundary line, to wit: Beginning at the intersection of the mean high tide line of the Pacific Ocean and the southwesterly prolongation of Summit Street, being the westerly • boundary line of the City of Newport Beach; thence in a northerly and easterly direction along the most westerly boundary line of the City of Newport Beach to Newport Boulevard; thence southerly along Newport Boulevard to the centerline of the channel running between Newport Island and Balboa Coves, which was formerly a channel of the Santa Ana River, hereinafter referred to as "Channel;' then southwesterly along said centerline of Channel to the centerline of the Rialto; thence southwesterly along said centerline of the Rialto to the center line of the Rivo Alto; thence southeasterly along said centerline of the Rivo Alto to 36th Street; thence southwesterly along 36th Street to the mean high tide line of the Pacific Ocean; thence northwesterly along the mean high tide line to the point of beginning. SECTION 3. The Third District shall include all that portion of the City included within the following described boundary line, to wit: Beginning at the intersection of the centerline of Pacific Coast Highway and Newport Boulevard; thence northerly along Newport Boulevard to 15th Street and the boundary line of the City of Newport Beach; thence southeasterly along said boundary line to Irvine Avenue; thence northeasterly along Irvine • Avenue to a point northeasterly of Baycrest Road, said point being the boundary line of the City of Newport Beach; thence along the westerly boundary of Newport Beach to its intersection with the centerline of Irvine Avenue; thence southerly along Irvine Avenue to Santiago Drive; thence easterly and southerly to Mariners Drive; thence westerly along Mariners Drive to Dover Drive; thence southerly along Dover Drive to the intersection of Westcliff Drive; thence southeasterly following the prolongation of the centerline of Westcliff Drive to the centerline of Upper Newport Bay; thence southwesterly along the centerline of Upper Newport Bay to the centerline of the Lido Channel; thence northwesterly along the centerline of the Lido Channel and the West Lido Channel and its northerly prolongation to the point of beginning. SECTION 4. The Fourth District shall include all that portion of the City included within the following described boundary line, to wit: Beginning at the intersection of the centerline of Westcliff Drive and Dover • Drive; thence northerly along Dover Drive to Mariners Drive; thence easterly along Mariners Drive to Santiago Drive; thence northerly and northwesterly along Santiago Drive to Irvine Avenue; thence northerly along Irvine Avenue to its intersection with the western boundary of the City of Newport Beach; thence along the westerly, northerly and easterly boundaries of Newport Beach to Bison Avenue; thence westerly along Bison Avenue to Jamboree Road; thence southerly along Jamboree Road to the intersection of the southeasterly prolongation of Park Newport Drive; thence northwesterly along Park Newport Drive and its westerly prolongation to the centerline of Upper Newport Bay; thence southwesterly along the centerline of Upper Newport Bay to the southeasterly prolongation of Westcliff Drive; thence northwesterly to the point of beginning. SECTION 5. The Fifth District shall include all that portion of the City included within the following described boundary line, to wit: Beginning at the intersection of Pacific Coast Highway and MacArthur Boulevard; thence northeasterly along MacArthur Boulevard to Bison Avenue; thence westerly along Bison Avenue to Jamboree Road; thence southerly along Jamboree Road to the intersection of the southeasterly prolongation of Park Newport Drive; thence northwesterly along Park Newport Drive and its • westerly prolongation to the centerline of Upper Newport Bay; thence south- westerly along the centerline of Upper Newport Bay to the centerlines of the Lido Channel and the Main Channel; thence southeasterly along the centerline of the Channel; thence southeasterly along the centerline of the Main Channel to the centerline of the Balboa Island Channel; thence northerly along the centerline of the Balboa Island Channel to the Marine Avenue Bridge; thence northerly along Marine Avenue and Jamboree Road to Pacific Coast Highway; thence southeasterly along Pacific Coast Highway to the point of beginning. SECTION 6. The Sixth District shall include all that portion of the City included within the following described boundary line, to wit: Beginning at the intersection of Pacific Coast Highway and Jamboree Road; thence southeasterly along Pacific Coast Highway to MacArthur Boulevard; thence northeasterly along MacArthur Boulevard to Crown Avenue; thence easterly along Crown Avenue to its terminus at Crown Drive North which is the boundary line of Tract No. 7967, also known as Jasmine Creek; thence southwesterly and southeasterly along the boundary line of Tract No. 7967 to . Harbor View Drive; thence southeasterly along Harbor View Drive to Marguerite Avenue; thence southwesterly along Marguerite Avenue, to a point 150 feet southerly of the centerline of Sandcastle Drive; thence southeasterly along the boundary line of Tract No. 6228, also known as Harbor View Hills to the boundary line of the City of Newport Beach; thence southeasterly and southerly along the City boundary line to the mean high tide line of the Pacific Ocean; thence northwesterly along the mean high tide line to the Harbor entrance; thence northerly along the Harbor entrance and along the centerline of the Balboa Island Channel to the Marine Avenue Bridge; thence northerly along Marine Avenue and Jamboree Road to the point of beginning. -2- SECTION 7. The Seventh District shall include all that portion of the City included within the following described boundary line, to wit: Beginning at the intersection of MacArthur Boulevard and Crown Avenue; thence northeasterly along MacArthur Boulevard to Ford Road; thence easterly along Ford Road and the boundary line of the City of Newport Beach; thence southerly and westerly along the boundary line to a point on the boundary line of Tract No. 6228 seven hundred feet northeasterly of the southwesterly prolongation of Fifth Avenue; thence northwesterly along the boundary line of Tract No. 6228 to Marguerite Avenue; thence northeasterly along Marguerite Avenue to Harbor View Drive and the boundary line of Tract No. 7967, also known as Jasmine Creek; thence following said boundary line of Tract No. 7967 northeasterly and northwesterly to Crown Avenue; thence following Crown Avenue northwesterly to the point of beginning.
