HomeMy WebLinkAbout2401 - Property Tax Levy4 t .II 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17' 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 FA RESOLUTION NO. w A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH, FIXING THE RATE PER CENTUM AND LEVYING A TAX UPON ALL OF THE TAXABLE PROPERTY iiITHIN THE CITY OF NEWPORT BEACH WHICH IS TAXABLE THEREIN FOR WNICIPAL PURPOSES. The City Council of the City of Newport Beach does resolve and declare as follows: 1st. Resolved, that there be and is hereby levied upon all of the taxable property within the city of Newport Beach which is taxable therein for municipal purposes, a tax for the purpose of raising the necessary money with which to carry on the various departments of the city of Newport Beach for the current fiscal year. 2nd. Resolved, that the rate per centum of the tax hereinafter levied shall be and is hereby fixed as the sum of One Dollar Six cents (41.06) on each one hundred dollars of value designated for each fund as follows: For current expense fund .... One Dollar 01.00) For the library fund........ Six cents (` .O6 Total tax levy, One Dollar six cents (11.06) 3rd. Resolved, that in addition to all other taxes herein levied for municipal purposes, there is hereby levied on all of the taxable property within the city of Newport Beach a tax for the purpose of raising the necessary and sufficient money to pay the annual interest on all issued, outstanding and unpsii municipal bonds of the city of Newport Beach, and also such part of the principal thereof as shall become due before the time for fixing the next general tax levy in and for said City, the rate hereby levied for said purposes is fixed at LAW OFFICES OF ROLAND THOMPSON 210 SPURGEON BLDG. 1 SANTA ANA CALIF. . r - 1 fourteen cents (14�) on each one hundred dollars (}100.00) of value 2 and the same shall be collected at the same time and in the same 3 manner as all other municipal taxes are collected, excepting upon 4 property annexed at an election held the 11th day of February, 1924 5 and known as Corona Del Mar, provided, that the said taxes herein 6 levied shall be exclusive of any tax levied for the payment of 7 interest and principal of 1$200,000.00 bonds of the city of Newport g Beach issued and sold for the completion of the municipalsater 9 system thereof, and $300,000.00 bonds for the City of Newport 10 Beach issued and sold for the construction and improvement of 11 jetties in the city of Newport Beach and known as the Jetty Bonds 12 of 1927, and 490,000.00 bonds of the city of Newport Beach, for the 13 acquisition, construction and completion by the city of Newport 14 Beach, of a certain municipal improvement, to —wit, the improvement 15 1 of the municipal harbor by deepening and dredging the channel, and 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 LAW OFFICES OF ROLAND THOMPSON 210 SPU..EON BLDG. SANTA ANA CALIF. by the acquisition and construction of various groins for the purpose of controlling the tide and protecting the existing jetties and shore lands, and including for said purpose the acquisition of lands and rights of way, which said bonds are known and designated as Newport Beach Harbor Improvement Bonds of 1929, and bonds in the amount of X3160,000.00 for the acquisition and construction of a municipal improvement, to —wit, additions to the municipal sewer system including the acquisition of lands and rights of way, and the acquisition and construction of a main sewer line and discharge sewer lines, a sewage disposal plant, sewage works, pumping plants and buildings and equipment necessary or convenient for said project, which said sewer bonds are known and designated as Newport Beach Ilaunicipal Sewer Bonds of 1936, and bonds in the amount of 0124,000.00, of the City of Newport Beach, for the acquisition and construction and reconstruction of two (2) public piers, including the reconstruction and extension of the existing piers into the waters of the Pacific Ocean, including buildings and structures necessary or convenient for said project, which said 2. 111 bonds are known and designated as Pier Bonds, 1940. 2 4th. Resolved, that in addition to all other taxes 3 herein levied for municipal purposes, there is hereby levied on 4 all of the taxable property within the city of Newport Beach a 5 tax for the purpose of raising the necessary and sufficient money 6 to pay the annual interest on $200,000.00 bonds of the City of 7 Newport Beach, issued and sold for the completion of the municipal 8 water system thereof, issued, outstanding and unpaid of the city 9 of Newport Beach, and also such part of the principal thereof as 10 shall become due before the time for fixing the next general tax 11 levy in and for said City, and for the further purpose of paying 12 the annual interest on (`300,000.00 bonds of the city of Newport 13 Beach, issued and sold for the erection and construction of 14 jetties and the improvement of said jetties, issued, outstanding 15 and unpaid of the city of Newport Beach, and known as the Jetty 16 Bonds of 1927, and also such part of the principal thereof as shall 17 become due before the time of fixing the next general tax levy in 18 and for said city, and for the further purpose of paying the annual 29 interest of X90,000.00 bonds of the City of Newport Beach, issued 20 and sold for the improvement of the harbor of the City of Newport 21 Beach, and the construction of various groins for the purpose of 22 controlling the tide and protecting the existing jetties and shore 23 lands, issued, outstanding and unpaid of the City of Newport 24 Beach, and known as the Newport Beach Harbor Improvement Bonds of 25 1929, and also such part of the principal thereof, as shall become 26 due before the time of fixing the next general tax levy in and for 27 said city, and also a tax for the purpose of raising the necessary 28 and sufficient money to pay the annual interest on 4160,000.00 bond 49 29 of the city of Newport Beach, issued and sold for the acquisition 30 and construction of a municipal improvement, to —exit, additions to 31 the municipal sever system including the acquisition of lands and 32 rights of way, and the acquisition and construction of a main sever LAW OFFICES OF ROLAND THOMPBON II {� 210 SPUNG EON BLDG. SANTA ANA CALIF. 1 line and discharge sewer lines, a sewage disposal plant, sewage 2 works, pumping plants and buildings and equipment necessary or a3 convenient for said project, which said sewer bonds are known and 4 designated as Newport Beach Municipal Sewer Bonds of 1936, issued, 5 outstanding and unpaid of the city of Newport Beach, and also such 6 part of the principal thereof as shall become due before the time 7 fixing the next general tax levy in and for said City, and also a 8 tax for the purpose of raising the necessary and sufficient money 9 to pay the annual interest on x'124,000.00 bonds of the city of 10 Newport Beach, issued and sold for the acquisition and constructs 11 of a municipal improvement, to.wit: The acquisition, construction 12 and reconstruction of two (2) public piers, including the re- 13 construction_ and extension of the existing piers into the waters 14 of the Pacific Ocean, including buildings and structures necessary 15 or convenient for said project, which said pier bonds are known and 26 designated as Pier Bonds, 1940, issued, outstanding and unpaid 17 of the city of Newport Beach, and also such part of the principal 28 thereof as shall become due before the time of fixing the next I9 general tax levy in and for said City. 20 The rate of tax hereby levied for the purpose of paying 21 the interest and principal of said water bonds, and said jetty 22 bonds, and said Newport Beach Harbor Improvement Bonds of 1929, 23 and Newport Beach Municipal Sewer Bonds of 1936, and Pier Bonds, 24 1940, as aforesaid, is hereby fixed at sixty -four cents (60) 25 on each one hundred dollars (0100.00) of value. 26 5th. Resolved, that in addition to all other taxes 27 herein levied there is hereby levied on all the taxable property it 28 within the city of Newport Beach a tax of ten cents (10¢) on each 29 one hundred dollars (0100.00)for advertising purposes, pursuant to 30 the provisions of Ordinance No. 144 submitted to and carried by a 31 majority of the votes of all the voters voting at an election held 32 for the purpose of voting for or against said Ordinance on the 24th day of September, 1918. Resolved, that in addition to all other taxes herein levied, there is hereby levied on all of the taxable property within the city of Newport Beach, a tax of three cents (3¢) on each one hundred dollars ((100.00) of assessed valuation, for park purposes pursuant to the provisions of Ordinance No. 380 of the city of Newport Beach, submitted to and carried by a majori of the votes of all voters voting at an election held for the pur- puse of voting for or against said ordinance on May 28th, 1930. 7th. Resolved, that in addition to all other taxes herein levied, there is hereby levied on all of the taxable proper- ty within Municipal Improvement District No. 1 of the City of Newport Beach, a tax of one cent (1¢) on each one hundred dollars (()100.00) of assessed valuation for the payment of semi - annual interest on and the redemption of the bonds of said district. 8th. Resolved, that in addition to all other taxes herein levied, there is hereby levied on all of the taxable property within Lunicipal Improvement District No. 2 of the city of Newport Beach, a tax of eleven cents (11�) on each one hundred dollars ($100.00) of assessed valuation for the payment of semi- annual interest on and the redemption of the bonds of said district.) 9th. Resolved, that in addition to all other taxes herein levied, there is hereby levied on all of the taxable proper- ty within Municipal improvement District No. 3 of the city of New- port Beach, a tax of twenty -five cents (250) on each one hundred dollars (y100.00) of assessed valuation, for the payment of semi - annual interest on and the redemption of the bonds of said district. 10th. Resolved, that in addition to all other taxes herein levied,there is hereby levied on all of the taxable property within Municipal Improvement District No. 4 of the City of Newport Beach, a tax of eighteen cents (18¢) on each one hundred dollars (0100.00) of assessed valuation for the payment of semi - annual interest on and the redemption of the bonds of said district. Resolved, that in addition to all other taxes 2 herein levied, there is hereby levied on all of the taxable proper 3 ty within Municipal Improvement District No. 7 of the city of New - 4 port Beach, a tax of twenty cents (20¢) on each one hundred dollar 5 (0100.00) of the assessed valuation for the payment of semi --- annual 6 interest on and the redemption of the bonds of said district. 71 12th, Delinquencies having occurred in the payment 8 of assessments and interest thereon for the work done and improve 9 ments made in the city of Newport Beach, pursuant to the following 10 resolution: 11 Resolution of Intention No. 304, passed, adopted 12 and approved on the 26th day of November, 1924; 13 Resolution of Intention No. 370, passed, adopted 14 and approved on the 15th day of March, 1926; - 15 Resolution of Intention No. 396, passed, adopted 1611 and approved on the let day of November, 1926, 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 The property upon which the assessments and interest were a lien having, on account of said delinquencies, been sold to the city of Newport Beach, and there being no available funds in the treasury of the City of Newport Beach with which to pay the delinquent assessments and delinquent interest thereon, and the tax collector having made demand on the City Council that a suitable amount be included in the tax levy of 1941 -1942 for the purpose of providing funds with which to make such payments, there is hereby levied, pursuant to the demand of the tax collector of the city of Newport Beach, to take care of delinquencies for improvements made, pursuant to Resolution of Intention No. 304, one each one hundred dollars (0100.00) of assessed value, of real and personal property in the city of Newport Beach therein taxable for municipal purposes, the sum of ten cents (10�) for the purpose of making payments on principal and interest on the LAW OFFICES OF ROLAND THOMPSON 111 C 210 SPONGEON BL... V• SANTA ANA CALIF. 30 31 The above and foregoing Resolution was passed, 32 1 adopted and approved by the City Council of the city of Newport LAW OFFICES OF ROLAND THOMPSON 7. 210 SPURGEON SLOG. SANTA ANA CALIF. 1 bonds issued to pay the costs of said improvement; there is 2 hereby levied, pursuant to the demand of the tax collector of the 3 City of Newport Beach, to take care of delinquencies for improve - 4 ments made, pursuant to Resolution of Intention No. 370, on each 5 one hundred dollars (4100.00) of assessed value, of real and 6 personal property in the city of Newport Beach, therein taxable 7 for municipal purposes, the sum of ten cents (10¢) for the purpose 8 of making payments on principal and interest on the bonds issued 9 to pay the cost of said improvement; there is hereby levied, 10 pursuant to the demand of the tax collector of the city of Newport 11 Beach, to take care of delinquencies for improvements made, 12 pursuant to Resolution of Intention No. 396, on each one hundred 13 dollars 0100.00) of assessed value, of real and personal property 14 in the City of Newport Beach therein taxable for municipal purposes 15 the sum of four cents (0) for the purpose of making payments on 16 principal and interest on the bonds issued to pay the costs of 27 said improvement. 13th. Resolved, that in addition to all other taxes 28 herein levied, there is hereby levied on all of the taxable lands 29 within the assessment district created by Resolution of Intention 20 No. 622 of the City of Newp (rt Beach, in the matter of Acquisition 21 and Improvement District No. 1 of the City of Newport Beach, a levy 22 of special assessment taxes of three dollars (13.00) on each x$100.0 23 of the total assessed value of said lands within said district, 24 exclusive of the improvements thereon, for the purpose of creating 25 a special fund for the payment of principal and interest on bonds 26 issued in accordance with law, and the said Resolution of Intention 27 No. 622 of the city of Newport Beach, in the matter of Acquisition 28 and Improvement District No. 1 of the city of Newport Beach. 29 30 31 The above and foregoing Resolution was passed, 32 1 adopted and approved by the City Council of the city of Newport LAW OFFICES OF ROLAND THOMPSON 7. 210 SPURGEON SLOG.
