HomeMy WebLinkAbout3520 - Property Tax1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 RESOLUTION j CC --0 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH, FIXING THE RATE PER CENTUM AND LEVYING A TAX UPON ALL OF THE TAXABLE PROPERTY WITHIN THE CITY OF NEWPORT BEACH WHICH IS TAXABLE THEREIN FOR MUNICIPAL PURPOSES, The City Council of the City of Newport Beach does resolve and declare as follows: FIRST: Resolved, that there be and is hereby levied upon all of the taxable property within the City of Newport Beach which is taxable therein for municipal purposes, a tax for the purpose raising the necessary money with which to carry on the various de- partments of the City of Newport Beach for the current fiscal year 1947 -4s. SECOND: Resolved, that the rate per oentum of the tax hereinafter levied shall be and is hereby fixed as the sum of One Dollar Three Cents 01.03) on each one hundred dollars of value designated for each fund as follows: For current expense fund: One Dollar (01.00) For the library fund: Three Cents ( .0)) Total Tax Levy: One Dollar Three Cents ($1.03) THIRD: Resolved, that in addition to all other taxes herein levied for municipal purposes, there is hereby levied on all of the taxable property within the City of Newport Beach, a tax for the purpose of raising the necessary and sufficient money to pay the annual interest on all issued, outstanding, and unpaid municipal bonds of the City of Newport Beach, and also such part of the principal thereof as shall become due before the time for fixing the next general tax levy in and for said City, the rate hereby levied for said purposes is fixed at Four cents (4) on each One Hundred Dollars ($100) of value, and the same shall be oolleoted at the same time and in the same manner as all other municipal taxes are oolleoted, excepting upon property annexed -1N r _s MW 1 at an election held the 11th day of February, 1924, and known as 2 Corona Del Mar, provided, that the said taxes herein levied shall 3 be exclusive of any tax levied for the payment of interest and prin 4 cipal of $140,000 bonds of the City of Newport Beach issued and 5 sold for the completion of the municipal water system thereof, and 6 $210,000 bonds for the City of Newport Beach issued and sold for 7 the construction and improvement of betties in the City of Newport 8 Beach and known as the Jetty Bonds of 1927; and $30,000 bonds of 9 the City of Newport Beach for the acquisition, construction, and 10 completion by the City of Newport Beach of a certain municipal 1m- 11 provement, to -wit, the improvement of the municipal harbor by 12 deepening and dredging the channel, and by the acquisition and con6 13 struotion of various groins for the purpose of controlling the tide 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 protecting the existing jetties and shore lands, and including for said purpose the acquisition of lands and rights of way, which said bonds are known and designated as Newport Beach Harbor Improvement Bonds of 1929; and bonds in the amount of 0100,000 for the acquisition and construction of a municipal improvement, to -wit, additions to the municipal sewer system including the aoqui� sition of lands and rights of way, and.the acquisition and oonstrucl tion of a main sewer line and discharge sewer lines, a sewage dis- posal plant, sewage works, pumping plants and buildings and eqtLip- necessary or convenient for said pro3eot, which said sewer bonds are known and designated as Newport Beach Municipal Sewer Bonds of 1935; and bonds in the amount of 099,000 of the City of Newport Beach, for the acquisition and construction and reconstruc tion of two (2) public piers, including the reconstruction and ex- j tension of the existing piers into the waters of the Pacific Ocean,; i including buildings and structures necessary or convenient for said; project, which said bonds are designated and known as Pier Bonds, 1940. -2- n t J• 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 FOURTH: Resolved, that in addition to all other taxes herein levied for municipal purposes, there is hereby levied on al . of the taxable property within the City of Newport Beach a tax for the purpose of raising the necessary and sufficient money to pay the annual interest on $1140,000 bonds of the City of Newport Beach issued and sold for the completion of the.municipal water system thereof, issued, outstanding and unpaid for the City of Newport Beach, and also such part of the principal thereof as shall become due before the time of fixing the next general tax levy in and for said city; and for the further purpose of paying the annual inter- est on $210,000 bonds of the City of Newport Beach, Issued and sol for the erection and construction of betties and the improvement o said betties, issued, outstanding and unpaid of the City of Newpor Beach, and known as the Jetty Bonds of 1927, and also such part of the principal thereof as shall become due before the time of fix- ing the next general tax levy in and for said city; and for the further purpose of paying the annual interest of 430,000 bonds of the City of Newport Beach, issued and sold for the improvement of the harbor of the City of Newport Beach, and the construction of various groins for the purpose of controlling the tide and protect ing the existing betties and shore lands, issued, outstanding and unpaid of the City of Newport Beach, and known as the Newport Beach Harbor Improvement Bonds of 1929, and also such part of the principal thereof,as shall become due before the time of fixing the next general tax levy in and for said city; and also a tax for' the purpose of raising the necessary and sufficient money to pay the annual interest on $100,000 bonds of the City of Newport Beach, Issued and sold for the acquisition and construction of a munici- pal improvement, to -wit, additions to the municipal sewer system including the acquisition of lands and rights -of -way, and the so quisition and construction of a main sewer line and discharge lines, a sewer disposal plant, sewage works, pumping plants and -3- F � , I buildings and equipment necessary or convenient for said project, 0 2 which said sewer bonds are known and designated as Newport Beach 3 Municipal Sewer Bonds of 1936, issued, outstanding and unpaid of th 0 4 City of Newport Beach, and also such part of the principal thereof 5 Ias shall become due before the time of fixing the next general 6 Itax levy in and for said city; and also a tax for the purpose of 7 Iraising the necessary and sufficient money to pay the annual inter- 8 est on $98,000 bonds of the City of Newport Beach, issued and sold 9 for the acquisition and construction of a municipal improvement, 10 to -wit, the acquisition, construction and reconstruction of two (2) 11 public piers, including the reconstruction and extension of the 12 existing piers into the waters of the Pacific Ocean, including 13 buildings and structures necessary or convenient for said project, 14 which said pier bonds are known and designated as Pier Bonds, 1940, 15 issued, outstanding and unpaid of the City of Newport Beach, and 16 also such part of the principal thereof as shall become due before 17 the time of fixing the next general tax levy in and for said city. 18 The rate of tax hereby levied for the purpose of paying 19 the interest and principal of said water bonds, and said betty bond 20 and said Newport Beach Harbor Improvement Bonds of 1929, and New - 21 port Beach Municipal Sewer Bonds of 1935, and Pier Bonds, 1940, as 22 aforesaid, is hereby fixed at twenty -seven cents (27¢) on each One 23 Hundred Dollars ($100) of value. 24 FIFTH: Resolved, that in addition to all other taxes 25 herein levied there is hereby levied on all the taxable property 26 within the City of Newport Beach, a tax of seven cents(W on 27 eadh One Hundred Dollars MOO) for advertising purposes, pursuant 28 to the provisions of Ordinance No. 144 submitted to and carried by A• 29 a majority of the votes of all the voters voting at an election 30 held for the purpose of voting for or against said ordinance on 31 the 24th day of September, 1918. 32 SIXTH: Resolved, that in addition to all other taxes here- in levied, there is hereby levied on all of the taxable property -4- , 1 A• 1 ithin the City of Newport Beach a tax of three cents (3¢) on each 2 One Hundred Dollars (0100) of assessed valuation, for park pur- 3 poses, pursuant to the provisions of Ordinance No. 390 of the City 4 of Newport Beach, submitted to and carried by a majority of the 5 votes of all voters voting at an election held for the purpose of 6 voting for or against said ordinance on May 29, 1939. 7 SEVENTH: Resolved, that in addition to all other taxes 8 herein levied, there is hereby levied on all of the taxable proper - 9 ty within Municipal Improvement District No. 2 of the City of New- 10 1port Beach, a tax of four cents (40) on each one hundred dollars 11 ($100) of assessed valuation for the payment of semi - annual inter - 12 est on and the redemption of the bonds of said district. 13 EIGHTH: Resolved, that in addition to all other taxes 14 herein levied, there is hereby levied on all of the taxable proper- 15 ty within Municippl Improvement District No. 3 of the City of New - 16 port Beach, a tax of twelve cents (12¢) on each One Hundred 17 Dollars (0100) of assessed valuation, for the payment of semi -annw 18 interest on and the redemption of the bonds of said district. 19 NINTH: Resolved, that in addition to all other taxes 20 herein levied, there is hereby levied on all of the taxable proper 21 ty within the City of Newport Beach a tax of sixteen cents (16¢) 22 on each One Hundred Dollars (0100), said amount being sufficient t 23 raise the amount estimated by the City Council of the City of New - 24 port Beach as being sufficient to raise the amount estimated by th 25 City Council to be required to provide sufficient revenue to meet 26 the obligation of the City to the Retirement System under Section 27 59 -0 of the "State Employees Retirement Act ", Statutes of 1931, 28 age 1442, and amendments thereto, as well as sufficient under sub 29 section 5 of Section 39 -0 of the same Act, and said rate of taxa- 30 tion is in addition to the annual rate of taxation allowed by law 31 e levied in the City of Newport Beach. 32 -5- ..f 0 • 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 The above and foregoing Resolution was passed, adopted, and approved by the City Council of the City of Newport Beach, at a regular meeting thereof held on the 8th day of September, 1947, by the following vote, to -wit: AYES, COUN N: .
