HomeMy WebLinkAbout3630 - Sewage Pumping Station Construction0 1 2 3 4 5 6 7 8 9 10 11 12', 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 C 0 P Y / RESOLUTION NO. 3630 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH, CALIFORNIA ADOPTED PURSUANT TO THE PROVISIONS OF SECTION 2808 OF THE "SPECIAL ASSESSMENT INVESTIGATION, LIMITATION AND MAJORITY PROTEST ACT OF 193111, DIVISION 4 OF THE STREETS AND HIGHWAYS CODE OF THE STATE OF CALIFORNIA. 4e 4e 4e 'k 4e 4e 4e ie ie ie ie ie ie 4e WHEREAS, the City Council of the City of Newport Beach, California, has received a communication from the Health Officer of Orange County (who acts as Health Officer in the City of Newport Beach under an agreement with said County), and which communication is in words and figures as follows: " October 13, 1948. To the Honorable City Council Newport Beach, California Gentlemen: As Health Officer of the County of Orange, who also acts as Health Officer for the City of Newport Beach, I hereby recommend that proceedings be instituted at once for the remodelling and in- stallation of new equipment, consisting of pumps, motors and elec- trical appliance for the two sewage pumping plants: one located in the first alley lying North of South Bay Front, midway between Diamond Avenue and Sapphire Avenue in what is commonly known as the South Speedway; and one located in said first alley lying North of South Bay Front, commonly known as South Speedway, midway between Jade Avenue and East Bay Front, together with the construction and installation of a new 8 -inch case iron pipe pressure line running from the last mentioned pump station Easterly along said Speedway and across Balboa Island Channel of Newport Bay to the U. S. Bulk- head line at the Easterly side of said Channel. The existing sewage pumping plants were constructed some 25 years ago at the above mentioned locations, and the equipment installed therein for the purpose of pumping raw sewage has now become inadequate to take care of the necessary sewage delivered to them. Not only have the pumps become practically useless, but the motors and other equipment incidental thereto have deteriorated by reason of the salt condition of the area, together with the increase in the flow of sewage occasioned by improvements of homes, etc. in the past 25 years, to render the efficiency of these existing pump stations inadequate in size, design or equipment to care for the ever increasing load upon said stations. I have also been reliably informed by the City Engineer of your City that the existing iron pressure line across Balboa Island Channel of Newport Bay has deteriorated through the years of use to the point that it must be replaced to insure the health and safet of delivery of sewage to the East side of said Channel. - 1 - 1 2 3 4' 5' 6 7 8 F 10 11 12 13 14 15 161 17' 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 C 0 P Y ., I make this recommendation as a measure necessary for the protection of public health, and it also is made pursuant to Section 2808 of the Streets and Highways Code of the State of California. My office have made an investigation of both of these sewage pumping plants above noted and find that sewage is not adequately delivered through these pumping plants, and the City is experiencing difficult in properly relieving the trunk lines of sewage delivered to said pumping plants. Health Officer of the County of Orange and of the City of Newport Beach it AND, WHEREAS, the City Council has duly considered the said communication, and has received information from the City Engineer with reference to the proposed sewer improvements, referred to in said communication: NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NEWPORT CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, FIND, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. That the improvements referred to in said communication above quoted, is the construction of sanitary sewer mains and sewage pump stations and appurtenant work in portions of the first alley lying North of South Bay Front, known as South (Speedway (Balboa Island), as particularly shown and delineated on JPlan and Profile No. 424, consisting of 3 sheets, heretofore appro by the City Council and now on file in the office of the City Engi Hof said City. SECTION 2. That said City Council does hereby find and determine that the construction of said sanitary sewer mains and sewage pump stations and incidental work in connection therewith, and each of them, is necessary as a health measure, and such necessity for such construction is found to exist. SECTION 3. That the City Clerk is hereby authorized and Ilinstructed to spread the contents of said original communication upon the minutes of this meeting of the said City Council, at which this Resolution is adopted. - 2 - 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 C 0 P Y SECTION 4. That this Resolution is adopted under and pur- suant to the provisions of Section 2808 of the "Special Assessment Investigation, Limitation and Majority Protest Act of 1931 ", Divis 4 of the Streets and Highways Code of the State of California, and the City Council in adopting the same intends to meet each and eve condition and to make each and every finding necessary on its part in order to permit the proceedings for said sewer improvements to go forward to completion without further reference to, or applicat of the provisions of said Division 4 of said Streets and Highways Code.
