of Newport arbor of the City of Newport Beach, State of
California, was first employed in the Police Department of said
city in bhy, 1932 and continuously served as such polio* officer
until August, 1942; and
iiH sus, in August, 1942, said Russell 8. Craig was
prowted to the poolihn of Harbor Master of the City of Newport
Beach as a law enforcement officer for both said city and the
County of Orange. State of California, and ever since the date
of such appointment has continuously served as such and now is
serving as such harbor Masters and
NMMU, during all of the time that sold Russell 8.
Craig has served as Hwbor Master as aforesaid, more than one.
half of the time spent by him in the performance of his duties
has been devoted to the duties performed by him for and on behalf!,
of said City of Newport Beach; and
SAS, it appears that through inadvertence., said
Russell Z. Craig was taken off the city retirement fund and
placed on the said County of Orange retirement fund at the time
of his appointreent as for toaster as aforesaid, and over since
said time, has been and now is on the retirement fund of said
Orange County; and
WHBREAS, as a result thereof, said Russell E. Craig
has been deprived of his ruts and privileges under said
city retirement for the period commencing Msy, 1932 to and in-
cluding August, 1942; and
WAS, it is the opinion of the City Council Of the
City or Newport Beach that through no fault of his own, said
Russell E. Craig has unreasonably, +xnfairly and unlawfully been
deprived of more than ten years of retirement fund benefits, and

by reason thereof, has applied to the City Council of the Cf.ty
or Newport Beach to be restored to the city retirement system
ror the period comenaing lay, 19 32 and continuously thereafter
for so long as he may be in the employment of said Cityt
NON, TED£RMRE, BE IT RESOLVED, that said Russell E,
Craig be placed on the retirement schedule system of the City
of Newport Beach as of My, 1932 and lontinus to be listed on
said retirement schedule as long as he is employed by said city
subJect to the followi,*:
A. 'wet said Russell E. Craig pay into the city
employees retirement fund that sum of money which would have been
deducted from his city salary for retirement commencing
August, 19421 and
B. That both the State of California and County of
Grange give their consent to the placing of said Russell 8.
Craig on the retirement schedule of said City of Newport Beach.
The above and foregoing resolution was duly and
regularly passed and adopted by the City Council of the City
or Newport Beach at a regular Ming thereof hold on the 24th
day of October, 1955, by the following roll call vote, to wits

4405 was duly and regularly adopted, passed, and
approved by the City Council of the City of Newport
Beach, California, at a regular meeting of said City
Council held at the regular meeting place thereof, on
