ZKPLOY ES 4 RETIFkgENT- SYSTEM AND THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH 5 6 WHEREAS, the State Employeest Retirement Law permits the 7 participation of public agencies'and their employees-in the State 8 Employees, Retirement System by the execution of a contract, and 9 sets forth the procedure-by which said public agencies may elect to 10 subject themselves and their employees to amendments to said law; 11 and 12 WHEREAS, one step in said procedure is the adoption by 13. the legislative body of the public agency of a resolution giving 14 notice of its intention to approve an amendment to said contract, 15 which resolution shall contain a summary of the changes proposed in 16 said contract; and 17 AREAS, a, summary of the proposed changes is_ attached: 18 NCkT, THEREFORE, BE IT RESOLVED, That the.City Council of 19 the City of Newport Beach gives, and it does hereby give notice of 20 intention to approve an amendment to contract between said City 21 Council and the Board of Administration of the State Employees, 22 Retirement- System, a copy'of the summary of the major changes in 23 the proposed plan and a copy of said amendment being attached 24 hereto, marked Exhibits "A "s and "B" respectively and by this ref - 25 lerence made a part hereof. 26 This resolution was adopted by the City Council of the 27 City of Newport Beach at a regular meeting on the 9th day of 28 November, 1959, by the following vote, to wit: 29 AYES, COUNCILMEN: Kingsley, Atkinson 30 Higbie, Stoddard,, Hart, Lorenz Somers ICES, COUNCILMEN: None 31 ATTEST. ABSENT NCILMN: Aone aye 32 1�q �,�ity Cier -_,_ Mayor J • MIBIT A SUPt; aY or Ttlt's 14AJM CUMES IS THE MOPOSED PLAN Lifeguards employed on ocean beaches who heretofore have been classified as miscellaneous merabers of the State Employees+ Ratiromont System shall be reclassified as local safety members as provided in Section 20019.3 with the following changes in their benefits and contribution rates: L Eligibility for normal service retirement shall occur at age 55 (instead of 60) provided at least 20 years of ser- vice has been rendered. Service retirement shall be com" pulsory at age 65 (instead of 70). 2. Service retirement allowances upon retirement at 55 or the later completion of twenty continuous years of service shall be equal to one -half of final compensation. 3. An industrial disability allowance equal to one -half of final Compensation shall be paid to any such lifeguard on ocean beaches who retires on account of disability arising out of and in the course of employment. 4. An industrial death allowance equal, to one -half of final compensation shall be paid to the widow or children of any such lifeguard whose death arises out of and is the course of employmast. 5. Contribution rates of such Lifeguard shall be increased to the rates generally applicable to local safety meffbers under the State loyees' Retirement System. Such contributions currently range from a maximum of 10.46% at entry age of 54 with no prior service to 6.09% of salary at entry age of 20 with no prior service.
