HomeMy WebLinkAbout5561 - Balboa Parking Lot Fees & Parking Passes(12) 1 RESOLUTION NO. 54-61 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT-BEACH _PROVIDING FOR PARKING PASSES AND 3 ESTABLISHINQ -FEES F0R_THE USE OF_THE BALBOA PARRILVG LOT 4 5 WHEREAS, the City has a parking lot southerly of Ocean 6 Front at Palm Street and Washington Street in Balboa; and 7 WHEREAS, the City Council finds that passes should be 8 provided and parking fees should be charged for the use of such 9 lot as hereinafter provided; 10 NOW, THEREFORE, BE IT RESOLVED: 11 1. Parking control shall be maintained on the Balboa 12 Parking Lot and a daily parking fee shall be charged for using such 1311 lot, as follows: 14 (a) The City Manager shall establish the control 15 and begin charging the fee each year on June 1, or there- 16 after on the date he determines that there is a need for 17 parking control on the lot and the demand for parking will 18 justify maintaining attendants thereon, and shall disconew 19 tinue the control and fees on the day after Labor Day, or 20 on any subsequent date during the month of September when 21 he determines that the control is no longer necessary and 2211 the demand for parking does not justify maintaining attendants 23 on said lot. 24 (b) Monday through Friday, except on holidays, 25 the parking fee shall be 251 per vehicle. 26 (c) For vehicles parked after 7 :00 P. The City Manager is hereby authorized and directed to maintain parking control and charge fees not to exceed the daily fees herein established after the date the controls and fees have been discontinued and prior to the date they are begun for the following summer season on days when there are special circumstances which result in a need for parking control on the Balboa lot in order to assure orderly and efficient use of the lot. The City Manager is also authorized to waive the fees established herein where a special event is being held of a charitable or civic nature and it is in the interest of the City and the general public that fees not be charged for the use of the parking lot in connection with said special event, After the daily control is discontinued in the fall and prior to the date the control is imposed in the summer, the City Manager is authorized to accept a lump sum payment from a business man or businessmen in the area of the Balboa Parking Lot as compenr sation for opening the lot to unrestricted public parking for a particular event or events being held in the vicinity of the lot in lieu of the charges that may otherwise be imposed, 3. Annual vehicle passes for the use of the parking facilities on the Balboa lot are hereby established and shall be made available to the public each calendar year. The fee for such pass, which is nontransferable and may be used only for the vehicle for which it is sold, shall be $7.50 per year per vehicle. A transferable pass shall also be made available. The fee for the transferable pass, which may be used for any vehicle, shall be $15 per year per vehicle. Each such pass, when displayed in the windy shield of a vehicle, shall entitle a person to park such vehicle on the parking lot when the lot is open and parking space is available therein and must be continuously displayed in the wind shield during the entire time the vehicle is parked on the lot. It shall not establish any priority for parking space.
