2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH AUTHORIZING THE INSTALLATION.OF
3 UNDERGROUND ELECTRICAL- CONDUIT FOR THE NEWPORT®
BALBOA BOULEVARD PARKING LOT -BY CITY. Ei4PLOYEES
4 AND AUTHORIZING THE CITY MANAGER TO CONTRACT
FOR THE -I CHASE AND INSTALLATION OF AN AUTMATIC
5 GATE FOR &2ID PARKING LOT

711 M EREAS, in connection with the construction of the park
811ing lot located between 26th and 23rd Streets and between Newport
911and Balboa Boulevards, it is necessary that the City install an
1011 automatic parking gate and an underground electrical conduit; and
1111 WHEREAS, it is necessary that the work be completed as
12 quickly and efficiently as possible; and
13 WHEREAS, the total cost of the improvement exceeds the
14 sum of $3,000; and
1511 WHEREAS, based upon estimates submitted by the City Nana-
16 1 ger, it appears that the work in question can be performed more
17 economically by using City employees to install the underground
18 electrical conduit and by contracting for the purchase and installs-
19 tion of the parking gate on the open market without following the
20 public bid requirements for contracts on public works set forth in
211 Section 1110 of the City Charter;
22 I+ NOW, THEREFORE, BE IT RESOLVED that the City Council
23 declare and determine that in its opinion, based upon estimates
24 approved by the City 14anager, the work described herein may be
25 performed more economically by using City employees to install the
26 underground electrical conduit and by contracting for the purchase
27 and installation of said parking gate on the open market.
28 BE IT FURTHER RESOLVED that the City Pdanager is authorized
29 and directed to proceed with said work in the manner described above,

32i1regular meeting held on the 14th day of June, 1965, by the following
