WHEREAS, there has been presented to the City Council a
certain contract between the City and HUMBLE OIL & REFININO
COMPANY , as Purchaser, wherein the City agrees to sell
water outside the City to said Purchaser, and
WHEREAS, the City Council has considered the terms and con-
ditions of said contract and found theca to be fair and equitable;

Beach, California, do hereby certify that according to the records of the
