HomeMy WebLinkAbout6186 - Keys Marina Project7/ 65 (12) 1 M73SOLUTION NO. 6186 2 A RESOLUTION OF OA'FZ- CITY COUNCIL OF TI-E CITY OF IMPIORT BEACH EXPRESSING ITS yPOSIT?I„�ON ?!ITH 3 RESPECT TO TM PROPOSED KEPIS 1�".ARINA .CY OiECT 4� 5 M- MRZAS, Louis Lesser Enterprises, Inc., has submitted a 6 proposal to the Board of Supervisors of Orange County for the 7 improvement of a portion of the Greenville - Banning Flood Control 8 Channel and its use as a waterway in conjunction with the develop - 9 ment of the Keys Idarina in the City of Costa Mesa; and 10 WHEMEAS, the City of Newport Beach as the over of a 11 parcel of real property adjacent to the proposed development area 12 is interested in the passible inclusion of said City property in 13 the marina development; and 14 111037=S, the City has a further interest in the proposed 15 marina development due to the fact that other property in the 16 vicinity of the development lies within the City's planning area 17 and will probably be annexed to the City in the future; and 18 Tr:- EP,S, the City is vitally concerned over the possible 19 effect of the project with respect to beach erosion dm,7n coast from 20 the cannel entrance; and 21 1,"TR AS, the Board of Supervisors appointed an ad hoc com- 22 mittee to determine the feasibility of the proposed marina project 23 and to report their findings and recommendations to the Beard; and 24 T7,ERZAS, the ad hoc committee has submitted a trritten 25 report to the Board of Supervisors which recommends approval of 26 the proposed marina project subject to certain stated terms and 27 conditions; and 28 WMMAS, the City Council has reviewed said report and 29 wishes to advise the Board of Supervisors of its position w ith 30 respect to the marina project; 31 NOHf, TIMEI .7=22 BE IT SOLVEi9 that this City Council 32 hereby commends the committee for an excellent report and endorses Ii 1 the report subject to the following conditions: 2 1. she City Council interprets the recommendation 3 requiring the approval of drawings and specifications by all inter - 4 ested agencies at pages 5 ®6, paragraph 3, of the report to include 5 the City of Rlewport Beach. 6 2. The projected channel width at the entrance to the 7 ocean is inadequate to serve the proposed marina. It is, therefore, 8 suggested that final approval of the project should be conditioned 9 upon adequate provision being made for widening the channel at its 1011 entrance. 11 3. Although condition 6(c) on page 6 of the report 12 would require the developer to provide a satisfactory means to 13 properly control beach erosion, the City Council believes that 14 before final approval of the project a long-term financial commit - 15 ment guaranteeing imediate relief to remedy any beach erosion 16 problem that might arise should be furnished by the developer or by 17 a governmental agency. 18 4. A method for financing the elevation of the existing 19 Coast :Iighway bridge should be included in the project. 20 5.
