RESOLUTION N0,
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH PROTESTING THE POLICY OF THE POSTMASTER
GENERAL THAT CURBSIDE DELIVERY IS THE ONLY TYPE OF
SERVICE AVAILABLE IN NEW SUBDIVISIONS WITHIN CITIES
WHEREAS, in January, 1966, the Postmaster General issued
a policy statement which provided that curbside delivery service is
the only service that will be available to new residential areas
within cities; and
WHEREAS, the effect of this policy is to require that
unsightly rural -type mailboxes be provided in such areas; and
reasons;
WHEREAS, this policy is undesirable for the following
1< It infringes on the rights of local government to
control the use of the public right of way.
2< It is contrary to the efforts of local government
to encourage beautification by removal of unsightly signs and under-
grounding of utility systems.
3. Street delivery boxes will not afford adequate secur-
ity for the mails
4o It unfairly discriminates between the level of
service to be provided in established areas as opposed to newer
areas of a city;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Newport Beach thato
1, The City Council strongly objects to the present pol-
icy of the Post Office Department with respect to providing only
curbside delivery in new residential areas of cities,
2, The Postmaster General is hereby requested to rescind
the policy referred to and to allow a resumption of door delivery
service in new residential areas.
