A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH AUTHORIZING THE CITY MANAGER TO

EXECUTE AGREEMENTS FOR ENGINEERING SERVICES ON
BEHALF OF THE CITY

WHEREAS, at its meeting on July 28, 1966, the City
6
Council received a report from the Public Works Director
7
recommending that the administrative staff be authorized to
8
retain consulting engineers for professional services when the
9
fee for such services does not exceed $5,000,without prior
10
approval by the City Council, where the project for which such
11
services are to be used is included in the approved budget and
12
funds are available, and further recommending that the City
13
Council by resolution authorize the City Manager to execute
14
agreements for such engineering services on behalf of the City;
15
and
16 WHEREAS, after consideration of said report the City
17 Council determined that the adoption of the recommended procedures
18 would result in substantial savings in time and expense to the
19 City, would improve the efficiency of the Public Works Department,
20 and would enable the capital improvement program to be accomplished
21 with fewer delays; and
22 WHEREAS, Section 421 of the City Charter provides in
23 part as follows:
24 "By ordinance or resolution the City Council may
authorize the City Manager to bind the City, with or
25 without a written contract, for the acquisition of
equipment, materials, supplies, labor, services or
26 other items included within the budget approved by
the City Council, and may impose a monetary limit upon
27 such authority."
28 NOW, THEREFORE, BE IT RESOLVED:
29 1. The City administrative staff is authorized to
30 retain consulting engineers to provide professional services in
31 connection with public works projects without prior approval by
3 2 the City Council when the fee for such services does not exceed

$5,000, the project is included in the approved budget, and funds
are available.
2. The City Manager is authorized to execute agree-
ments for such engineering services on behalf of the City.

Resolution No. 6421 was duly and regularly adopted,
passed, and approved by the City Council of the City of Newport
Beach, California, at a regular meeting of said City Council held at the
regular meeting place thereof, on the gth day of August
1966, by the following vote, to wit:
