T � FaS, there has been presented to the City Council
of the City of Newport Beach a certain Agreement for Consulting
Services between the City of Newport Beach and Nilbur Smith &
Associates, Inc., under which said corporation is to perform
certain urban studies in the various communities compricinu the
City of Newport Beach; and
" 'MIS, the City Council has considered the theme and,
conditions of said agreement and found them to be reasonable aid
equitable and in the interests of the City;

hereby authorized and directed to execute the same on behalf of
