DISCUSSION: OCTA has established and is administrating an environmental cleanup grant funding program to address water quality degradation associated with transportation- generated pollution as a component of Measure M2. Measure M2 is a half -cent sales tax for transportation improvements approved by Orange County voters in 2006. For the Tier 1 grant program, a total of $19.5 million is projected to be available over a seven -year period that began in FY11/12. Approximately $2.8 million is available to be awarded with this grant "Call for Projects." Staff plans to submit several applications under this Call for Projects that will be used to install trash collecting devices and irrigation retrofits. Trash collecting devices, Continuous Deflective Separation (CDS) units and trash and debris booms, will capture and remove trash and debris from the storm drain system and the Bay. Irrigation retrofit projects will target various street medians (e.g. Jamboree Road. and San Joaquin Hills Road). For the Tier 2 grant program, a total of $38.5 million is projected to be available over a two -year period beginning in FY12/13. Approximately $25 million is available to be awarded with this grant "Call for Projects." Staff plans to submit several applications under this Call for Projects that will be used for dredging, storm drain to sewer diversions and installing sediment /erosion controls. Proposed projects include dredging the Semeniuk Slough, diverting the "Arches" storm drain and installing sediment /erosion controls within the Upper Newport Bay. Note: detailed eligibility and grant submittal requirements will be released by OCTA later this summer. As required by the grant application, an adopted resolution must be submitted with the applications stating that the 1) City Council has reviewed and supports the applications, 2) City is capable of providing the required match funding and /or in -kind contributions, projects and 3) City agrees to work with OCTA to meet established deadlines. If awarded a grant, the City Council will be asked to accept the grant funds at a future meeting date.
