HomeMy WebLinkAbout6807 - Vessel Operator Identification PermitsY TLWonjv 6/25/68 t RESOLUTION NO, 6801 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH DECLARING ITS OPPOSITION TO REQUIRING VESSEL OPERATOR IDENTIFICATION PERMITS WHEREAS, Newport Bay is primarily used for recreational boating with over 8,000 vessels presently being accommodated on a permanent basis; and WHEREAS, the operation of the permanently based vessels as well as transient vessels is a matter of great cone -en to the City of Newport Beach; and WHEREAS, the yacht clubs, power squadrons, sailing clubs and all organized boating clubs �ovide a concentrated program of training and education for boat operators; and WHEREAS, boating safety programs are also conducted by both private organized groups and by various public entities and WHEREAS, the safety record of vessel operators, regard- less of age, is extremely good, without the requirement of being licensed; and WHEREAS, legislation has been introduced in the State Legislature which would prohibit the operation of any vessel numbered under state law, without possessing a valid operator identification permit; and WHEREAS, the requirement of having to apply for and be granted a vessel operator identification permit would impose an unreasonable and unnecessary burden upon the numerous qualified persons who presently operate registered vessels upon the waterways of this State; NOW, THEREFORE, BE IT RESOLVED that the City Council is unalterably opposed to Assembly Bill 1632 as presently constituted and is further opposed to any legislative provision which would have the effect of requiring vessel operator permits or licenses, or which would provide punitive measures for violation of any such law.
