HomeMy WebLinkAbout6827 - County Subsidy for Lifeguarding ServicesTHS on jv 7/10/68 RESOLUTION NO. 6827 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH. EXPRESSING ITS OPPOSITION TO A REDUCTION. IN THE COUNTY SUBSIDY FOR -LIFE- GUARDING SERVICES WHEREAS, the City of Newport Beach provides lifeguard services on the public beaches of the Pacific Ocean and Newport Bay; and WHEREAS, it has been determined that the City is best able to provide the properly trained and qualified lifeguards and supervisory personnel to safeguard the people using the public beaches; and WHEREAS, the services provided by the City of Newport Beach confer substantial benefits upon all residents of the County of Orange; and WHEREAS, the City of Newport Beach receives certain sums of money annually from the County of Orange as a subvention to the City for lifeguard services rendered in City for the benefit of Orange County residents, and an annual contract pay- ment from the Orange County Harbor District for providing similar lifeguarding services within the unincorporated beaches and waters; and WHEREAS, the scope of responsibility and the costs of providing lifeguard services have increased from previous years; and WHEREAS, the evaluation of present costs to the City is a basis for determining the amount of subvention to be granted by both the County of Orange and the Orange County Harbor District; and WHEREAS, despite anticipated higher expense being in- curred by the City of Newport Beach for providing lifeguard services during the fiscal year 1968 ®1969, the County of Orange Board of Supervisors is considering a decrease in the amount of the County subsidy for the coming fiscal year; and WHEREAS, no notification of a change in the intended formula for lifeguarding subvention was given to the coastal cities involved prior to 1968 -1969 budget preparation; NOW, THEREFORE, BE IT RESOLVED, that the City Council urges the County Board of Supervisors to approve a budget for City lifeguard services subvention as originally recommended by the Orange County Harbor District, payment in a sufficient amount to provide the same level of lifeguard services in adjacent un- incorporated areas as during 1967 -1968, and also to instruct its administrative staff to work with the coastal communities involved to review the equity of the existing formula prior to next year's budgetary process.
