HomeMy WebLinkAbout6896 - Regional Airport Facilities for Orange CountyJPD:ep 10/28/68 l RESOLUTION N0. 6896 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH EXPRESSING ITS POSITION ON THE PLANNING OF FUTURE REGIONAL AIRPORT FACILITIES FOR ORANGE COUNTY WHEREAS, the air traffic at Orange County - Airport has increased in recent years beyond all expectations; and WHEREAS, such air traffic is generating rapidly growing problems of noise, air pollution and safety for the,citizens of Newport Beach, with critical and nega- tive implications for the value and use of land and the quality of life in our community;. and WHEREAS, the City Council, recognizes the need and inevitability of,expand- ing air transportation services in Orange County and the urgent need to properly plan and provide for such expansion; and WHEREAS, the Orange County Airport Commission has compiled recommendations to the Board of Supervisors'dated October 15, 1968 based upon Phase I of William L. Pereira's:suggested Master Plan of Air Transportation for Orange County; NOW, THEREFORE, BE IT RESOLVED that the Newport Beach City Council respect- fully asks the Board of Supervisors to seriously consider the following requests and suggestions: 0 r 1. That the Orange County Board of Supervisors proceed on an, urgent basis with Phase II studies.as recommended by.the Orange County Airport Commission; 2. If emphasis in Phase II studies is to be placed on those regional . airport sites recommended by the Airport Commission,'all other sites described in Phase I should, nevertheless, not be officially dropped from further consideration before.the findings of the proposed Federal Aviation Administration Master Plan of Air Space Utilization can be evaluated and local air transportation studies can be correlated with pending studies for Southern California, as a whole; 3. That first priority be'given to developing and implementing a plan for the interim use of the El Toro Marine Corps Air Station by existing and potential commercial jet carriers for a, specified t is • period of time and with specified conditions as to use of the facility, whether or not El Toro;is ultimately selected as a regional airport site, recognizing the need for an alternate airport facility in order that the air traffic needs of Orange County may -not be stifled as would otherwise be necessary under existing circumstances; 4. That expanded use of Orange County Airport, by existing or.potent- ial commercial and executive jets be curtailed or discouraged as fully as possible until the interim use of E1 Toro or other air- ports can be • arranged;. 5. That the Board of Supervisors specifically commit itself to limit Orange County Airport to ultimate service as a metroport and to restrict further development at Orange County Airport in a manner to prevent -its evolution toward or conversion into a regional airport facility; 6. As recommended by the Orange County Airport Commission, that immediate steps be taken to limit nighttime jet aircraft depart ures from Orange County,Airport; 7. That immediate and technically qualified analysis'be made of the noise problem over Newport Beach, -not only to determine its extent, as recommended by the Airport Commission, but also to explore and evaluate, in cooperation with the Federal Aviation Administration, methods of reducing the noise problem pending the re- location of jet traffic to another airport facility; and 8. That the City of.Newport Beach offers the services of its staff and Air Traffic Advisory. Committee in assisting with and exped- iting any of the proposed studies in which the City of Newport, Beach has a direct interest..
