Home My WebLink About6911 - Special Categories for Employer-Employee Relations!.IL RESOLUTION NO. 6911 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH ESTABLISHING SPECIAL CATEGORIES OF MUNICIPAL EMPLOYEES FOR PURPOSES OF EMPLOYER - EMPLOYEE RELATIONS • WHEREAS, Chapter 10, Division 4 of Title I of the California Government Code commencing with Section 3500, entitled "Public Employee Organizations ", is a comprehensive statute concerning labor relations between public agencies, including cities, and their employees; and WHEREAS, said statute authorizes public agencies to adopt rules and regulations for the administration of employer- employee relations; and WHEREAS, the City Council acting on the recommendation of the City Manager has determined that it would be desirable to establish three special categories of employees and to designate specific job classifications to be placed within said categories; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport Beach: Section l: The following special categories of employees are hereby established: Administrative Em to ee: Any employee having significant responsi i iHA for ormulating and administering City policies and programs, and includes the City Manager, department heads, and any other employees who are so designated by the City Council based upon the recommenda- tion of the City Manager. Supervisor Em ployee- Any employee having authority, in the interest ot the City, to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward or discipline other employees, or responsibility to direct them, or to adjust their grievances, or effectively to recommend such action, if in connection with the foregoing, the exercise of such authority is not of a merely routine or clerical nature but requires the use of independent judgment. Confidential Employee: Any employee who is privy to decisions of City Administration affecting employee relations. Section _2: The job titles as listed on Exhibit "A ", attached hereto and made a part hereof, entitled "Classification Titles and Categories" are hereby assigned to the respective special categories set forth therein.
