HomeMy WebLinkAbout6922 - Municipal Court Facility� J• RESOLUTION NO. 6922 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH EXPRESSING ITS INTENTION TO-DEVELOP A CIVIC CENTER COMPLEX IN NEWPORT CENTER AND URGING THE BOARD OF SUPERVISORS OF ORANGE COUNTY TO SELECT NEWPORT CENTER AS THE SITE FOR THE PROPOSED MUNICIPAL COURT FACILITY FOR THE ORANGE COUNTY HARBOR JUDICIAL DISTRICT WHEREAS, the City Council of the City of Newport Beach has determined that it will be necessary to construct a new city hall and police facility in the immediate future in order to accommodate the growing needs of the City; and WHEREAS, the City Council has employed the firm of Stone & Youngberg to act as financial advisers for the proposed civic center project; and WHEREAS, the City Council has employed Welton Becket & Associates and Economic Research Associates to make a compre- hensive study and evaluation of alternate sites which were specified by the Council site selection committee for the civic center complex; and WHEREAS, said site selection study recommended that the City Council select a site in Newport Center; and WHEREAS, a site selection committee known as the Civic Center Citizens Advisory Committee, comprised of prominent Newport Beach citizens appointed by the City Council, unanimously endorsed the consultants' recommendation of Newport Center as the most desirable site for the civic center complex; and WHEREAS, the committee known as the Civic Center Site Selection Committee, composed of Councilmen and Planning Commissioners, concluded that Newport Center appeared to be the most logical of all sites studied for the new civic center; and WHEREAS, the City Council has employed Cedric A. White, M.A.I., to appraise the proposed site in Newport Center and the present city hall site, and has directed a committee composed of the Mayor, two Councilmen, City Manager and City Attorney to commence negotiations with the Irvine Company for acquisition of the proposed site; and WHEREAS, it has been determined that there is sufficient land available in the proposed civic center site to accommodate • the new court facilities for the Orange County Harbor Judicial District; and WHEREAS, there would be significant advantages to both the City of Newport Beach and the County of Orange if the court facilities were master planned as a part of the Newport Center civic center complex; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport Beach: 1. That the City Council hereby declares its intention to proceed with the development of a new civic center complex in Newport Center, subject to consummation of property acquisition to the satisfaction of the City and to the development of a feasible program for financing the project; 2. That the City Council hereby urges the Orange County Board of Supervisors to select Newport Center as the site for the Orange County Harbor Judicial District court facilites; rM9 . 3. That the City Council hereby assures the Board of Supervisors of its full cooperation and support in making this proposed project a success. ADOPTED this 13th day of January , 1969.
