HomeMy WebLinkAbout6998 - Closure of Prado DamRESOLUTION N0. 6998 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH STATING ITS POSITION CON- CERNING THE CLOSURE OF THE PRADO DAM WHEREAS, approximately 2 -1/2 miles of ocean front beach in the City of Newport Beach have been under quarantine for a period of one hundred and seventeen days as a result of raw sewage and partially treated sewage effluents in the Santa Ana River; and WHEREAS, the quarantine has deprived thousands of citizens in the County of Orange and other nearby counties of the use of this valuable recreational asset; and WHEREAS, the continued quarantine of the beach would cause additional crowding of other nearby and over - burdened beaches; and WHEREAS, the quarantine has already had an adverse economic impact on merchants, realtors and owners of summer rental units in the City of Newport Beach; and WHEREAS, the quarantine can only be lifted upon the cessation of the flow of the Santa Ana River to the ocean; and WHEREAS, the Los Angeles District of the U, S. Corps of Engineers has issued a permit to the Orange County Water District to immediately close the ungated opening in the Prado Dam, which will result in termination of the quarantine; and WHEREAS, the issuance of the permit is contingent upon obtaining, prior to August 15, 1969, mutually agreeable criteria regulating the operation of the Dam; and WHEREAS, a re- opening of the Dam, once closed, will again subject the West Newport beaches to quarantine, with the resultant loss of a prime recreational facility in the midst of a recreation season, and will impose additional economic hardships upon the merchants and residents of the City of Newport Beach; -1- NOW, EFORE, BE IT RESOLVED by the City Council of the City of N w Beach that: The City of Newport Beach considers it essential that the Los Angels District of the U. S. Corps of Engineers and the Orange County Water District develop mutually agreeable criteria regulating th operation of Prado Dam, at the earliest possible moment, in or er to preclude the possibility of a premature opening of the Dam an the re- imposition of a quarantine on the West Newport beach s. this 26th day of May, 1969.
