TITLE: Budget Amendment to Appropriate Revenues and Expenditures
for OASIS Fitness Center Personal Trainers
ABSTRACT:
Recreation & Senior Services staff request approval of a budget amendment to
appropriate additional revenues and expenditures associated with Fitness Center
Personal Trainers at the OASIS Senior Center. This amendment is due to the
increasing requests for personal training.
RECOMMENDATION:
Approve Budget Amendment No. 13BA -039 to appropriate $61,344 in Revenue Account
4415 -5167 and $42,940 in Expenditure Account 4415 -8380.
FUNDING REQUIREMENTS:
The requested budget amendment records and appropriates $61,344 in additional
revenue from OASIS Fitness Center Personal Trainers and $42,940 in increased
expenditure appropriations. The revenue will be posted to the OASIS Fitness Center
account, 4415 - 5167, while expenses will be posted to the Contract Instructors' account,
4415 - 8380.

DISCUSSION:
To date, Fitness Center Personal Trainers have realized an increase in revenue every
year since the Fitness Center opened. This is due to the overwhelming success of the
Fitness Center and the unexpected demand for personal training. This year, an
additional Personal Trainer was contracted to support the increased need. Currently
there are five Personal Trainers and staff anticipates the need for an additional Trainer
in the next budget year. Personal training has increased by more than 125% from the
previous year, with the month of January 2013 reaching its peak with over 553 training
sessions offered. This growth has created a need to increase the Department's revenue
by $61,344 and expenditures by $42,940 to pay for contracted personal trainers.
The increased appropriations have been submitted as part of the FY 2013/14 budget for
City Council to consider.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
