RESOLUTION NO. 7251
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH STATING ITS OFFICIAL. POSITION
ON THE,OPTIMU14 DEVELOPMENT PLAN FOR ORANGE..
COUNTY AIRPORT
WHEREAS, the Ralph M. Parsons Company has recommended
an optimum development plan for Orange County Airport, that is
described in the Phase II Orange County Air Transportation Plan
Interim Report; and
WHEREAS, this development plan as described demonstrates
that the use of this airport by jet aircraft, even on a restricted
basis, is completely incompatible with the surrounding residential
environment, and this conclusion has been supported by the City's
own aviation consultants; and
WHEREAS, the Orange County Airport was originally
established for small, propeller - driven aircraft at a time when
there was little or no urban development south of the airport;
and
WHEREAS, the County of Orange plans for the development
of Upper Newport Bay and the substantial investment in existing
residential areas are seriously jeopardized by continued airport
expansion; and
WHEREAS, the further expansion of Orange County Airport
would be in direct conflict with the April 22, 1970, environ-
mental quality policy of the Orange County Board of Supervisors;
and
WHEREAS, the long - standing and unified response of the
citizens of this area confirms these conclusions;

NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach that it respectfully requests that the
• Honorable Board of Supervisors for the County of Orange declare
as its policy that the Orange County Airport is not, and in all
probability never will be, an acceptable facility for jet aircraft;
that there be no further expansion of the permitted jet operations
at this airport; that there be no further expenditure of funds to
expand any of the physical facilities of this airport; further,
that top priority shall be given to the establishment of a new
airport in a new location for all jet operations serving Orange
County to be accomplished by 1975; and, further, that an interim
location be established by January 1, 1973, to accommodate all
commercial jet operations serving Orange County.
